SUBJECT: 141 W VALENCIA DRIVE
DISABLED PERSON’S PARKING
SUMMARY
Consider a request for a disabled person’s parking space at 141 W Valencia Drive, a single-family residential property.
RECOMMENDATION
Concur with the City Traffic Engineer’s recommendation and recommend to City Council the approval for the installation of a blue zone an d appropriate signing in front of 141 W Valencia Drive designating a single disabled person ’s parking space, as shown in Exhibit “A” (Attachment 1) and Exhibit “B” (Attachment 2).
DISCUSSION
W Valencia Drive is a 36-foot-wide east/west reside ntial street with a prima facie speed limit of 25 miles per hour. The street features imp roved curbs, gutters, and sidewalks on both sides and is comprised single-family, two-fami ly, and multi-family residential properties. Unrestricted on-street parking is permi tted on both sides of W Valencia Drive, including during the early morning hours bet ween 2:00 AM and 5:00 AM.
Although the residence has access to the property v ia the alley, it does not include a driveway or garage.
The request for a disabled person’s parking space i n front of the home was initiated by the resident’s granddaughter (due to the resident’s difficulty walking long distances) and then formally requested and confirmed by the proper ty owner. The requestor confirmed that the resident is able to navigate the front ste ps of the property using a walker and is also assisted by family members, as needed, if she experiences any difficulty entering or exiting the residence. Although there is an exis ting blue curb, at a near-by residence, 141 W Valencia Drive - Disabled Person’s Parking

in front of 217 W Valencia Drive, it would require this resident to cross a street (where the curb ramps are outdated and not in ADA complian ce) at Malden Avenue and then walk approximately 352 feet. This distance is much further than the approximate 50 feet to the curb located in front of the residence. Base d on the evidence provided by the resident as well as a staff conducted site investig ation, the installation of a dedicated disabled person’s parking space is recommended, as it would enhance the resident’s health, safety, and overall quality of life.
The property is consistent with the City’s approved guidelines for the installation of a disabled person’s parking space and is ADA complian t with improved parkway adjacent to the curb. The resident residing at 141 W Valenci a Drive is disabled and possesses a disabled person’s placard, provided to staff for verification.
