BACKGROUND AND DISCUSSION
The FTIP is the primary listing of multi-modal transportation projects identified in the Regional Transportation Plan prepared by the Southern California Association of Governments (SCAG). The FTIP lists projects that receive Federal and / or State funds, have regional significance or involve non-motorized transportation, along with appropriate matching funds from the respective local agency. The FTIP covers a minimum of four years with updates every two years. OCTA coordinates with SCAG to prepare the FTIP. The City provides information for projects to OCTA.
The City will submit the Harbor Boulevard Complete Streets Improvement Project to the FTIP for the 2027 update. This project includes lane reduction, sidewalk construction to close gap from discontinuous sidewalks, enhanced bikeways, transit stops, ADA upgrades, new street lighting, new center medians, drought tolerant landscape and other complete streets features.
The City must adopt a resolution affirming City resources and commitment to implement this project within the FTIP cycle. The 2027 FTIP cycle includes Fiscal Year 2026-27 through Fiscal Year 2031-32. Staff will provide the adopted resolution to OCTA. OCTA will then certify the project through the SCAG FTIP Process.
