FISCAL IMPACT
The Fiscal Year 2024-25 Adopted Capital Improvement Program (CIP) Budget has sufficient funding for the project provided from the Water Funds. Staff recommends a $3,045,000 budget transfer and appropriation of Water Funds from Project 53250 Water Main System Replacement to Project 53050 Skyline-Raymond Area Water Main Replacement Project within the Water Fund (Fund 44).
Staff attached a Data Sheet / Summary of Bids and the Bid Schedule for reference (Attachments 1 and 2).
BACKGROUND AND DISCUSSION
This project would replace approximately 1.68 miles of cast iron water pipe on Skyline Drive, Skycrest Drive, Skyline Way, Linda Lane, Kenwood Place, and North Raymond Avenue, as shown on Attachment 3. The project would help meet City water main replacement goals.
The City received nine bids on September 17, 2025. All Cities Engineering, Inc. of Riverside, CA submitted the lowest responsible base bid totaling $2,647,078. The low bid submitted is approximately 27.5% lower than the $3,650,000 consultant engineer estimate. Staff reviewed the bid and found it acceptable.
Construction would tentatively start mid-November 2025 with anticipated project completion in March 2026. Staff expects the project would require daytime roadway closures as work includes several narrow and congested streets. Staff and the contractor would notify nearby residents to minimize the impacts.
Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined the project categorically exempt.
