RESOLUTION NO. 2025-XXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON AFFIRMING THE CITY’S COMMITMENT TO PUBLIC SAFETY, INCLUSIVITY, AND TRANSPARENCY IN RESPONSE TO FEDERAL IMMIGRATION ENFORCEMENT ACTIVITIES WHEREAS, the City Council of the City of Fullerton recognizes that recent federal immigration enforcement activities in Southern California have raised significant concern among residents, families, and local businesses.
WHEREAS, reports from cities throughout the region indicate that Immigration and Customs Enforcement (ICE) operations have occurred at homes, workplaces, schools, and public areas, creating fear, confusion, and uncertainty in immigrant communities.
WHEREAS, the City of Fullerton is committed to ensuring that all residents, workers, and visitors can engage with City programs and services without fear, consistent with the California Values Act (Senate Bill 54), which prohibits the use of local resources for federal civil immigration enforcement except as required by law.
WHEREAS, the Fullerton Police Department does not participate in or assist with immigration enforcement by federal agencies, and maintains policies ensuring that local law enforcement activities are focused solely on public safety and criminal law enforcement.
WHEREAS, the City of Fullerton recognizes the actions of peer jurisdictions—including the Cities of Costa Mesa, Anaheim, Santa Ana, and others—that have taken steps to provide legal, humanitarian, and educational resources to residents impacted by federal immigration enforcement.
WHEREAS, the City of Fullerton wishes to affirm its commitment to transparency, due process, and constitutional protections for all individuals, and to explore opportunities for partnership with community-based, faith-based, and non-governmental organizations providing assistance to affected residents.
WHEREAS, the City Council acknowledges that immigration enforcement is the exclusive jurisdiction of the federal government, but affirms the City’s role in protecting civil rights, maintaining community trust, and promoting the safety and well-being of all residents regardless of immigration status.
THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, RESOLVES AS FOLLOWS:
The above recitals are true and correct and are a substantive part of this Resolution.
The City Council reaffirms the City’s commitment to uphold the California Values Act (SB 54) and directs staff to maintain and update information on the City’s website and Police Department immigration information page, providing residents with access to verified legal, humanitarian, and community resources.
The City Council encourages collaboration with nonprofit, faith-based, and community-based organizations to assist residents affected by federal immigration enforcement and directs staff to evaluate potential partnerships.
The City Council calls upon federal authorities to conduct immigration enforcement operations with transparency, restraint, and respect for due process and to ensure that agents conducting such operations identify themselves clearly, act within the law, and avoid actions that undermine public safety and community trust.
The City Council affirms its support for legislative efforts at the state and federal level, including Senate Bill 805 (“No Vigilantes Act”) and Senate Bill 627 (“No Secret Police Act”), to promote transparency, accountability, and the protection of civil rights in law enforcement operations.
The City Council directs staff to continue monitoring regional and legislative developments and to provide periodic updates to the City Council on opportunities for interagency coordination, community partnerships, or advocacy in support of Fullerton residents.
This Resolution shall take effect immediately upon its adoption.
