FISCAL IMPACT
There is sufficient funding available to purchase the two dump trucks for $831,139.92 ‘in the Fiscal Year 2025–26 Adopted Budget within the Equipment Replacement Fund (Fund 64). No additional appropriation is necessary as replacement of the vehicles are programmed with the fleet replacement schedule.
BACKGROUND AND DISCUSSION
The Public Works Department relies heavily on dump trucks to perform a wide range of daily functions. These vehicles are used to haul materials to and from job sites, remove debris, deliver backfill, and transport tools and equipment for both scheduled and emergency operations. The two existing dump trucks proposed for replacement, Unit Number 562B and 565C, have reached the end of their reliable service life. These vehicles now require frequent repairs, suffer from extended downtime, and pose a growing risk of failure during field operations.
Replacing these units will significantly enhance operational reliability, improve fuel efficiency, and ensure compliance with current emissions and safety standards. Newer equipment is also less prone to mechanical failure, reducing both maintenance costs and the likelihood of service disruptions. These trucks are critical to maintaining the City’s infrastructure and supporting rapid response during storm events, road failures, and water or sewer emergencies.
Staff recommends purchasing the two (2) dump trucks through PB Loader Corporation using the Sourcewell Cooperative Purchasing Contract No. 050625-PBL. Cooperative purchasing is a widely accepted best practice among public agencies that enables streamlined acquisition of goods and services. Sourcewell contracts are structured to meet the legal requirements of participating agencies while providing access to competitively bid pricing and pre-vetted vendors.
This procurement method also aligns with Fullerton Municipal Code Section 2.64 and the City’s Procurement Policy 4.1.2, which explicitly permit the use of cooperative purchasing agreements in lieu of formal bidding when the contract was competitively solicited by another public agency. Sourcewell’s procedures meet this requirement, and PB Loader Corporation is a current contract holder under their agreement. Accordingly, this purchase complies with all applicable City procurement rules and procedures while achieving cost efficiency and operational readiness. This replacement supports the City’s Equipment Replacement Program and ensures the Public Works Department continues to provide reliable service for our residents.
