THE FIRST READING OF THE ORDINANCE ADDING PROPOSED CHAPTER 7.22 TO THE FULLERTON MUNICIPAL CODE, PROHIBITING THE UNLAWFUL SALE OR DISTRIBUTION OF KRATOM PRODUCTS IN THE CITY

Background
Kratom is a tropical tree (Mitragyna speciosa) native to Southeast Asia with leaves that produce both stimulant effects (low doses) and sedative effects (high doses); it can lead to psychotic symptoms, and psychological and physiological dependence.

There are no FDA-approved medical uses for Kratom, and the DEA has listed it as a Drug and Chemical of Concern.
