RESOLUTION NO. 2026-XXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, ADOPTING THE 2025 URBAN WATER MANAGEMENT PLAN WHEREAS, Sections 10610 through 10657 of the California Water Code, known as the Urban Water Management Planning Act, require that every urban water supplier providing water for municipal purposes either directly or indirectly to more than 3,000 customers or supplying more than 3,000 acre-feet of water annually, prepare an Urban Water Management Plan (“UWMP”) at least once every five years.
WHEREAS, these plans support suppliers’ long-term resource planning to ensure that adequate water supplies are available to meet existing and future water needs.
WHEREAS, each UWMP must be adopted by the supplier’s governing body and submitted to the California Department of Water Resources.
WHEREAS, the City of Fullerton is an urban water supplier subject to this requirement.
WHEREAS, on May 18, 2021, by Resolution No. 2021-032, the City Council adopted the City’s 2020 UWMP.
WHEREAS, the City has prepared the 2025 Urban Water Management Plan as an update to the 2020 UWMP on the City’s water resource needs, water use efficiency programs, water reliability assessments, and strategies to mitigate water shortage conditions.
WHEREAS, the City’s 2025 UWMP contains all elements to satisfy compliance with the Urban Water Management Planning Act as amended since 2020.
WHEREAS, the City has given the legally required notices for the 2025 UWMP and conducted a public hearing on May 5, 2026 to consider the approval of the 2025 UWMP.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, RESOLVES AS FOLLOWS:
Section 1. The 2025 Urban Water Management Plan is hereby adopted.
Section 2. The City Public Works Director or his or her designee is directed to file a copy of the City’s 2025 Urban Water Management Plan with the California Department of Water Resources, the California State Library, and any city or county within which the City provides water supplies within 30 days of adoption but no later than July 1, 2026.
Section 3. The 2025 Urban Water Management Plan shall be available for public review during the City’s normal business hours no later than 30 days after filing a copy of the plan.
Section 4. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution.
