RESOLUTION NO. 2026-XXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, ADOPTING THE CITY OF FULLERTON EMERGENCY OPERATIONS PLAN EMERGENCY EVACUATION ANNEX WHEREAS, the City of Fullerton maintains an Emergency Operations Plan establishing the City framework for emergency preparedness, response, recovery and mitigation.
WHEREAS, Functional annexes providing detailed guidance for specific emergency functions support the Emergency Operations Plan.
WHEREAS, the City of Fullerton is subject to hazards that may require evacuating residents and visitors, including wildfire, earthquakes, flooding, extreme weather, hazardous material incidents, transportation accidents, civil unrest, terrorism and major utility disruptions.
WHEREAS, the City Emergency Management Division, in collaboration with City departments and partner agencies, prepared the Emergency Evacuation Annex dated May 2026.
WHEREAS, the Emergency Evacuation Annex conforms to the Standardized Emergency Management System and the National Incident Management System.
WHEREAS, the Emergency Evacuation Annex addresses the needs of people with disabilities and others with access and functional needs.
WHEREAS, the Emergency Evacuation Annex follows the Federal Emergency Management Agency Comprehensive Preparedness Guide CPG 101. Adoption supports City eligibility for state and federal disaster assistance.
WHEREAS, City Council considered the Emergency Evacuation Annex.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF FULLERTON RESOLVES AS FOLLOWS:
In all respects set forth this Resolution Recitals.
City Council adopts the City of Fullerton Emergency Operations Plan Emergency Evacuation Annex dated May 2026 as an annex to the City of Fullerton Emergency Operations Plan.
3. City Council authorizes the City Emergency Preparedness to maintain the Emergency Evacuation Annex with revisions recorded in the Annex Record of Changes.
