Re: Update #3 RFP 2526-03, Solid Waste Management Services - Final Offer
Dear Mr. Avalos,
CR&R appreciates the opportunity to present our Final Offer to the City of Fullerton. As a long-standing, locally based service provider in Orange County, we have refined our proposal to deliver enhanced value with direct community benefit. Our k ey enhancements include:
• Original Proposed Services and Enhancements
o Free Street Sweeping Services, in conjunction with offsetting the NPDES fees have been removed from our proposal
The cost of this service has been applied to a reduction in rates o All other proposed services and enhancements are still valid and highlighted as follows:
Guarantee SB 1383 Compliance with program implementation for every customer at the start of the new agreement
Guarantee the City will meet its annual SB 1383 Procurement Target with our RNG credit and compost at no additional charge Financial sponsorship support for City events and non-profit organizations throughout the term of the agreement
Provide scholarships and internships to promote environmental stewardship in the City of Education
Refurbish Downtown District Enclosures
Street Beautification and Maintenance Program
Free Bagged Compost delivered to Single-Family homes
• Reduction in Rates
o CR&R has submitted a rate reduction for residential and commercial services

• $4 Million Road Improvement Investment
o CR&R recognizes the wear and tear on the C ity’s streets caused by our collection trucks
o CR&R will provide an upfront $4 Million Road Improvement Contribution to support the infrastructure impacted by our heavy service vehicles o Payment will be made in two installments at the start of the agreement (July 2027 and July 2028)
• Residential Billing Transition at No Cost
o CR&R will assume responsibility for residential billing services at no additional cost
o This will significantly reduce administrative burden and customer service demand on City staff
• Enhanced Bulky Item Collection for Multi-Family Properties o CR&R recognizes the challenges multi -family residents have in disposing of bulky items. We propose a program that provides monthly service to each complex at month end during the heavy move-in and move-out period o We will collect the same number of items as proposed for single family residents at no additional charge
o CR&R recognizes that multi -family rates should differ from commercial business rates. We are willing to negotiate a future reduction in these rates
• Local Expertise and Proven Experience
o CR&R is one of only two haulers based in Orange County and currently serves the most cities in the County
o Our experience includes “like -sized” cities such as Orange, Newport Beach, and Costa Mesa, ensuring a smooth and knowledgeable transition o Selecting a local hauler ensures faster response times and reliable same - day service, which will be negatively impacted when using a Los Angeles County based provider
• Union Workforce Readiness
o CR&R can ensure Teamsters Local 396 employees will serve Fullerton on day one of the new contract
o We will provide fully staffed, union drivers and mechanics ensuring continuity, stability, and workforce reliability
o CR&R will offer employment to all drivers currently servicing the City o The Los Angeles based proposers are currently non-union
• Key Differentiators
o CR&R has transitioned 17 cities over the last 20 years ; all are current customers
o We have more facilities than all other bidders combined in Orange County, including 3 in-house RNG fueling stations
o We were the first to build an anaerobic digestion facility, first to connect directly to the So Cal Gas pipeline, and the first and only low carbon solid fuel plant in California
o We have 10 Tesla semi -trucks on order and working with Symbio on the first commercial hydrogen fuel cell refuse truck
As requested on 4/29/2026, i f the award selection is not made until a Council meeting in September 2026, CR&R has provided the following responses:

No, CR&R will have all new vehicles required prior to July 1st.
2. Will this impact your ability to have all required containers in place by July 1, 2027? If yes, please explain.
No, containers will be in place prior to July 1st.
3. Will this impact your ability to roll out all required SB 1383 collection programs by July 1, 2027? If yes, please explain.
No, as outlined in our implementation timeline, CR&R’s Sustainability team will begin commercial field audits in February 2027.
