BACKGROUND AND DISCUSSION
This project would install emergency generators at the Laguna and Las Palmas Pump Stations to ensure continuous water delivery during power grid failures. Neither facility has backup power to operate critical water infrastructure, including booster pumps, instrumentation and control systems. These two sites serve pressure sub-zones within the water distribution system. Maintaining normal water pressure in these sub-zones during an extended power outage would be difficult without backup power. The City of Fullerton awarded a $338,139.50 contract to QUINN-CAT to procure two generators on June 18, 2024. The generators were delivered to the Las Palmas Pump Station on June 11, 2026.
The City received nine bids on June 9, 2026 with Cora Constructors Inc. of Palm Desert submitting the lowest responsible base bid totaling $636,480. The low bid submitted is approximately 49.9% lower than the $1,269,740 engineers estimate. The engineer's estimate is consistent with seven of the nine bids, while the Cora Constructors Inc. bid totaled significantly lower than the others. Staff reviewed the bid and found it acceptable.
Construction would tentatively start September 2026 with anticipated project completion in December 2026. Staff would notify affected residents of upcoming project construction and potential impacts.
Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined project categorically exempt.
