Staff attached a budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).

DISCUSSION
This project rehabilitates 0.9 miles of deteriorated residential streets at a location with a water main replacement project recently completed. Work would include repairing deteriorated and damaged curbs, gutters, sidewalks, driveways and installing ADA access ramps. Street pavement rehabilitation would involve asphalt concrete pavement grind and overlay. Staff opted for this method based on multiple factors including the project pavement investigation, pavement conditions, traffic volume, existing pavement section, construction operations and available budget. The Pavement Condition Index (PCI) scores, shown in Attachment 3, range from 29 to 59 (Very Poor / Poor condition) and would reset to 100 (Very Good condition) after completing improvements.

The City received 12 bids on July 2, 2026 with Onyx Paving Company, Inc. of Yorba Linda, California submitting the lowest responsible base bid totaling $622,000. The low bid submitted is approximately 29.03% lower than the $877,000 engineers estimate. Staff reviewed the bid and found it acceptable. The Contractor would execute the standard City CIP Agreement.

Construction would tentatively start August 2026 with anticipated project completion in October 2026. Staff would notify impacted residents and businesses of upcoming project construction and potential impacts.

Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined that the project is categorically exempt.
