FISCAL IMPACT
There is no fiscal impact associated with entering in professional services agreements with the selected CEQA services firms. The City administers CEQA reviews as a 100 percent reimbursable service (cost-neutral). All costs associated with the environmental analysis for private development projects are paid for by project applicants. However, in the event the City requires CEQA consulting services for public projects and/or other general services pertaining to CEQA, the Fiscal Year 2026-27 Adopted Budget has sufficient funding to cover these costs.
BACKGROUND AND DISCUSSION
On August 18, 2020, City Council approved and established an on-call list of environmental consultants to prepare and support the timely preparation of environmental documents pursuant to CEQA, including Categorical Exemption Reports, Negative Declarations, Mitigated Negative Declarations and Environmental Impact Reports. The on-call list included 12 firms which assisted staff with the preparation of various environmental documents; however, the on-call CEQA contracts have expired due to a five-year agreement limitation.
The City released a Request for Proposal (RFP), RFP 2526-09, for on-call CEQA Review and Environmental Planning Services in February 2026 (Attachment 1). A total of 26 proposals/responses to the RFP were received. Following a thorough review of all proposals by an Evaluation Panel of City staff, the top 17 firms were selected based on their professional capabilities of providing the required services to ensure that the projects and the City as Lead Agency have a high quality, legally defensible CEQA analysis. The firms recommended for the on-call list are:
All 4, LLC
Michael Baker International
Aspen Environmental Group
PlaceWorks, Inc.
De Novo Planning Group
Psomas
ECORP Consulting, Inc.
Sagecrest Planning + Environmental
Environmental Planning Development Solutions, Inc.
Stantec
FCS International, Inc.
T&B Planning, Inc.
Harris & Associates
Terracon Consultants, Inc.
Kimley-Horn
Willdan Engineering
LSA Associates, Inc.
With the pre-approved consultants list and Professional Service Agreements in place, the City can expedite and streamline the entitlement process for various projects. Pre-approved firms can simply respond with a letter of proposal for the identified scope of work and CEQA services for private development and public projects will be completed on a timely basis.
Staff is requesting approval of the On-Call Consultant List for CEQA services and purchase orders in an amount not to exceed $200,000 on a per project basis. If approved, Staff will enter into professional services agreements will all consultant firms. By entering into agreements with each firm, this does not guarantee work with each firm and firms will be required to submit proposals for each project.
