Re: RFP 2526-03, Solid Waste Management Services – Final Certification Letter
Dear Mr. Bise,
CR&R Incorporated (“CR&R”) appreciates the opportunity to continue its partnership with the City of Fullerton and to participate in the City’s procurement process for Solid Waste Management Services under RFP 2526 -03. We are pleased to provide this final certification in response to the City’s July 15, 2026, correspondence and to reaffirm our commitment to delivering reliable, innovative, and cost-effective solid waste and recycling services to the Fullerton community.
Following a thorough review of our original proposal, subsequent enhancements, and the City’s stated needs, CR&R confirms that the services and enhancements previously submitted remain valid. In addition, we are pleased to offer an additional enhancement designed to further support the City’s residential and multifamily customers.
Our final certification and responses are provided below for the City’s consideration.
Final Proposal Certification
a. All proposed services included in CR&R’s original proposal dated November 17, 2025, as well as the enhancements submitted on January 27, 2026, May 5, 2026, and May 27, 2026, remain valid and are reaffirmed as part of CR&R’s final proposal.
b. Additional Enhanced Service – Residential and Multi-Family Bulky Item Collection As an additional enhancement, CR&R will continue to provide unlimited bulky -item collection to single -family residences, consistent with the service currently proposed. For multifamily properties, CR&R will provide monthly bulky -item collection during the peak move-in and move-out periods at no additional charge.
These enhancements are intended to provide Fullerton residents and property managers with convenient, responsive, and equitable bulky -item collection services while supporting the City’s broader waste diversion and service objectives.
For the City’s conve nience, we have also included a summary of CR&R’s overall proposal enhancements for consideration.
Final Pricing Form
CR&R has carefully reviewed the pricing submitted throughout the RFP process and continues to believe that a separate multifamily rate structure, distinct from commercial rates, may provide a more appropriate and equitable approach for the City and its multifamily customers.
At the same time, CR&R recognizes that the rates included in our proposal are already highly competitive and were developed based upon the operational assumptions and data provided by the City during the RFP process. These assumptions included, among other factors, the number of trucks, drivers, containers, and projected tonnage required to provide the proposed services.
Those underlying cost considerations remain unchanged.
The proposed multifamily rates would encompass trash, recycling, and organics collection services. Should the City wish to further evaluate this alternative, CR&R would be pleased to develop and present various rate scenarios for the City’s review and consideration.
CR&R has made no additional changes to the submitted pricing form at this point in time.
CR&R remains fully committed to serving the City of Fullerton with high- quality, dependable, and cost-effective solid waste and recycling services. We believe the enhancements presented through this process reflect our continued commitment to service excellence, innovation, environmental stewardship, and value for Fullerton’s residents and ratepayers.
Sincerely,
Julie Barreda
