Proposed Plan
CR&R Env. Services
Credible and specific: Biweekly City coordination, vehicles ordered the day after Council approval, and Sustainability Team visits to every Multifamily and Commercial account by December 31, 2026.
Republic Services
More comprehensive and robust transition strategy required: The well-intentioned accelerated plan does not align with the State’s and City’s expectations. The company confirmed Citywide container transition to meet the New or As-New age and SB1383 compliance requirement.
Valley Vista Services
Most specific in the field: Monthly and then biweekly City coordination, at least ten community meetings between April and June 2027, three Citywide mailers, City Hall customer service staffing, and Operation Sparkle – a Citywide abandoned-item sweep two weeks before service begins, plus Downtown enclosure power washing ant gate painting during the equipment swap at no cost.
Revised RFP Process and Timeline
CalRecycle CAP Compliance
CA Dept. of Resources Recycling and Recovery - Corrective Action Plan City received a final CAP extension until June 30, 2027, under the contingency of a completed RFP process that will comply with SB 1383 Staff provided an update to the State following the June 30, 2026, City Council meeting to address their concerns and outline the City’s renewed compliance efforts, which established a revised schedule to meet the CAP milestone timeline and, ultimately, the final implementation deadline of July 1, 2027. The State responded by approving the revised schedule with expectations for an expeditious negotiation and contract award process.
Continued non-compliance could result in cancellation of the CAP and initiation of a Compliance Review audit, which may lead to penalties ranging from $500 to $10,000 per violation per day

Community Feedback
Overall Community Sentiment
Residential Feedback: Mixed, leaning slightly negative regarding current service reliability but strongly positive regarding bulky item pickup Commercial Feedback: Mostly negative, with consistent concerns about current overage billing, shared container management, missed pickups, and lack of durable solutions Environmental Feedback: Strong interest in composting, sustainability, and waste-reduction programs Overall Community Priorities
Reliable, consistent collection (all streams)
Transparent pricing and fair billing practices
Unlimited bulky item options
Strong customer service and rapid problem resolution
Environmentally responsible operations and expanded organics programs Clear policies for shared commercial containers and overage documentation Accessible communication channels and dedicated representatives Community Preferences: Hauler preferences varied widely. CR&R viewed positively for being local, community oriented, and environmentally advanced facilities. Valley Vista was favored for an updated fleet and community focused, but concern about lack of unionization. Republic Services supported for service history, union workforce, and strong opposition for service failures and billing issues.
Proposed Motion
Provide direction regarding the selected proposer, authorize staff to negotiate the final contract terms, and direct staff to return to the City Council for final contract approval.
