FINAL PROPOSAL CERTIFICATION LETTER
Republic Services confirms that all services and enhancements in our most recent proposal remain fully committed as submitted, with no reductions, except where expressly enhanced herein.
REPUBLIC SERVICES’ BEST & FINAL OFFER LETTER
The following represents enhancements, value-added commitments and changes made to Republic’s previous proposal submitted May 5, 2026:
• $4.25M investment in Fullerton's roads and infrastructure; and city cost recovery: Republic, at the direction of Fullerton City Council, has removed the $10 million Community Enhancement Contribution payment and replaced it with a $4.25 million road and infrastructure investment upon contract execution to support community infrastructure projects and public facility improvements.
The agreement includes $75,000 for direct RFP-related expenses. Any direct RFP expenses exceeding $75,000 will be reimbursed from the $4.25 million road and infrastructure investment.
• Commercial and multi-family reduced to $256.67: Republic has significantly lowered rates for commercial and multi-family customers across all service levels. Our 3-yard (1x/week) rate is now $256.67, a reduction of more than 26% from our previous proposal, delivering substantial savings to businesses, multi-family sites and HOAs.
• Removal of the additional 1.25% annual escalator and replacement of GTCI with CPI-U: The supplemental 1.25% annual escalator previously applied in Years 3-5 has been eliminated. The annual rate adjustment mechanism has been changed from GTCI to CPI-U for all future rate increases. • Immediate SB 1383 compliance with no implementation risk: All three-cart residential customers will receive day-one organics recycling service.
We will immediately begin the rollout to the remaining residential customers.
Full commercial organics collection will begin within six weeks of contract execution and the full compliance reached within 6 months, helping Fullerton achieve compliance quickly and seamlessly.
• Advanced collection fleet: Republic will invest in a modernized fleet, replacing 22 dedicated collection vehicles by July 2027. All trucks will be fewer than three years old, ensuring an average fleet age of less than two years at contract commencement. With the phased deployment of advanced electric collection vehicles, Fullerton will benefit from safer, more reliable service and one of the newest and most sustainable fleets in Orange County.
