FISCAL IMPACT
The Fiscal Year 2026-27 Adopted Capital Improvement Program (CIP) Budget has sufficient funding for the project provided by Drainage Capital Outlay Funds. Staff recommends a $351,285 Drainage Capital Outlay Funds budget transfer and appropriation from Project 52591 Annual Storm Drain Repair to Project 52025 Storm Drain Repair – Sunny Crest Alley within the Capital Projects Fund (Fund 74).
Staff attached a budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).
DISCUSSION
Public Works became aware of a storm drainpipe issue located in the public utility easement adjacent to 1619 Sunny Crest Drive and 1613 and 1607 Avolencia Drive. Staff video-inspected the pipe and confirmed the pipe had partially collapsed and requires replacement to allow storm water to flow properly from the street to the storm drain system and prevent potential erosion and property damage.
The age, condition, configuration and pipe material prohibit pipe repair and lining. Construction would instead re-route the storm drainpipe into the alleyway and abandon the existing storm drainpipe within the easement. The work falls within an easement on private property and staff coordinated with the property owner to repair any damaged landscaping to the property owner’s satisfaction.
The City received sixteen bids on September 2, 2026. Diamond Construction and Design of San Clemente submitted the lowest responsible base bid totaling $285,285. The low bid submitted is approximately 17.8% lower than the $340,000 engineers estimate. Staff reviewed the bid and found it acceptable.
Construction would tentatively start October 2026 with anticipated project completion in November 2026. Staff would notify impacted residents of upcoming project construction and potential impacts.
Staff prepared an environmental assessment pared in accordance with California Environmental Quality Act Guidelines and determined the project is categorically exempt.
