PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statements:
Fiscal and Organizational Stability.
FISCAL IMPACT
A percentage of alarm permit and false alarm revenues received by the City would fund the Professional Services Agreement with Alarm Programs Systems, LLC (APS) costs. The City utilized APS services over the last five years and received $1,300,423 in alarm permit and false alarm billing revenue. The City paid APS $285,458.71. APS would receive 21% of revenues collected under the proposed agreement, with estimated compensation totaling approximately $64,063 per fiscal year. The FY 2026-27 Adopted Budget includes these revenues and costs.
DISCUSSION
The Police Department has outsourced alarm permitting and false alarm billing to Alarm Program Systems, LLC (APS) since October 1, 2021. The APS agreement expires October 2026. Staff is pleased with APS’s performance and recommends renewing the professional services agreement with APS through “piggy-backing” on another government agency agreement. This would allow the City to enter a new agreement with APS in a timely manner and continue generating alarm permit revenue and cover alarm calls for service costs without disruption.
APS has performed high-quality alarm permit and false alarm billing services for the City. The City received $1,300,423 alarm permit and false alarm billing revenue during the agreement term, compared to $1,164,684 during the five years prior to contracting those services with APS. Outsourcing billing services has improved revenue recovery, while saving significant staff time and costs.
Alarm Program Services
APS is an industry-leading service provider offering Alarm Ordinance Management services, including alarm permit and false alarm billing, collection and direct customer support for residents and businesses with alarm systems. APS provided alarm management services to several Southern California agencies, including the cities of: Cypress, Placentia, Torrance, Corona, Glendale, San Bernardino, Montebello, Hawthorne, Gardena, Escondido, Carlsbad and Vista. The professional staff receive training on the City alarm ordinance and are fully equipped and capable of providing municipality customer support.
APS also identifies new alarm system technologies, such as RING systems, that require alarm permits which facilitates improved public safety response support.
Agreement
APS has performed satisfactory services for the City. Staff sought to procure alarm permit services through “piggy-backing” off another competitively bid agency agreement award to renew and continue services with Alarm Program Systems, LLC in a timely manner and avoid service disruption. The City Purchasing Policy, Administrative Policy 4.1.2, Section IV.F, allows exceptions to the Open Market Process when “a vendor who has been awarded specific items or services in a contract, within the previous 365 days, resulting from a formal competitive bid by another governmental agency or by the federal government, or at any time during the term of an existing contract. This includes, but is not limited to, General Service Agreements, California Multiple Award Schedule agreements, or “piggyback” contractual agreements of other governmental agencies.” The City of Beaverton, Oregon, solicited a formal competitive bid for alarm program management and awarded an agreement to Alarm Program Systems, LLC in May 2026.
Staff reviewed the City of Beaverton Request for Proposal, RFP #26-024 (Attachment 2), along with the contract awarded to APS and determined the proposed terms acceptable and in compliance with the City procurement policy. Staff requests approval to “piggy-back” off the City of Beaverton agreement and enter a three-year Professional Services Agreement with Alarm Program Systems, LLC, with two one-year options to extend the Agreement. In addition, APS reduced the cost to the City from 23% of revenue collected from the Beaverton agreement to 21% for Fullerton and will allow the City to collect a greater percentage of alarm billing revenue receipts.
