The FAA BIL AIP grant fully covers all design and construction costs for this project, with no City match required. The $661,746 construction contract with Commercial Industrial Roofing Co., Inc. includes the alternate bid item covered by the grant.
Staff attached a budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).
DISCUSSION
The Airport has 74 metal box and T-shaped hangars located in the southeast corner constructed circa 1980. The hangars provide a reliable revenue source to the Airport Enterprise Fund. The airport hangars remain in high demand, as evidenced by the current hangar wait list of more than 100 individuals. Applicants on the wait list pay a non-refundable $100 fee to join.
Many of the hangars have leaking roofs, which causes flooding after heavy rain events. The Airport Southeast Hangars Roof Rehabilitation project would replace damaged portions of the roofs, including ridge caps, skylight panels, turbine vents and gutters and downspouts. The $1.2 million FAA BIL grant, accepted and appropriated in October 2024, would fully support the project.
The City received five bids on September 22, 2026, with Commercial & Industrial Roofing Co., Inc. of Spring Valley, CA submitting the lowest responsible base bid totaling $638,746. The low bid submitted is approximately 1.47% lower than the $647,425 engineers estimate. Staff reviewed the bid and found it acceptable. The contractor would execute the standard City CIP Agreement.
The project included one bid alternate proposing installing solar powered turbine fans in lieu of standard turbine fans. This alternate removes Bid Item No.6 and replaces it with the alternate bid item. The low bidder cost for the solar powered turbine fans totals $57,500, increasing the total contract amount to $661,746.
Construction would tentatively start November 1, 2026 with anticipated project completion in December 2026. Staff would notify residents of upcoming project construction and potential impacts.
Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined the project is categorically exempt.
