CR&R Incorporated is honored to be one of the two proposers selected by the City Council to move forward in the RFP process for Solid Waste Management Services. We have revised our proposal with one objective in mind: to deliver greater value to the City of Fullerton while building a long-term partnership focused on service, affordability, responsiveness, and community investment.
Our last Best & Final Offer reflects meaningful enhancements to our original proposal. These enhancements are designed to provide immediate financial benefits to customers while creating a rate structure that is responsive to the unique needs of Fullerton’s residential, senior, multi-family, mobile home, and commercial customers.

Lower Residential Rates
CR&R is pleased to offer a lower residential rate of $30.38 as part of our Best and Final Offer.
Our final proposal is designed to provide direct savings to residential customers while maintaining the high level of service, reliability, and environmental performance expected from Fullerton’s residents.
Special Commitment to Fullerton Seniors
CR&R is also proposing lower senior rates, recognizing the importance of providing affordable essential services to Fullerton’s senior community.
This enhancement reflects our commitment to making solid waste services accessible and affordable for residents who may be particularly sensitive to increases in household expenses. The proposed senior rate is $18.66 per month and would require residents 65+ to utilize a 35-gallon three cart set to qualify for this service.
New Mobile Home Park Rate Structure
CR&R is also proposing a new mobile home park rate structure that recognizes the unique characteristics of these communities.By creating a rate structure specifically for mobile home parks, CR&R can better align service costs with actual operational requirements while providing a clear and transparent framework for these customers. The proposed mobile home rate is $18.66 per month and would require residents to utilize a 35-gallon three cart set to qualify for this service.
Enhancements Above and Beyond the RFP
The City specifically requested a consolidated presentation of enhancements that go beyond the baseline requirements of the RFP. CR&R’s Best and Final Offer demonstrates our willingness to do exactly that. In addition to the proposal modifications mentioned above, we would like to highlight some of our significant overall proposal enhancements that will bring additional value to the City of Fullerton:
Free Additional Recycling Cart for Residential Customers CR&R is committed to environmental sustainability and achieving California’s recycling goals. To maximize the City’s diversion efforts, CR&R will provide one (1) additional recycling cart for free, to each single-family residential customer upon request.
Household Hazardous Waste Curbside Collection
In addition to hosting the required annual HHW collection event and to alleviate the accumulation of HHW in homes, CR&R will provide free quarterly HHW curbside collection for all Fullerton singlefamily residential customers.
At-Home Sharps Collection
For the safety and convenience of residents who administer at-home medication via needles, CR&R will provide free quarterly containers to safely collect household sharps via mail-back packages to each Fullerton residential and multi-family customer.
Commercial Organics Collection Container
To assist commercial businesses who generate food waste and maximize city diversion efforts, CR&R will offer free organic collection containers that provide convenient, space-saving solutions for back-of-house applications.
Academic Scholarships and Internships
To promote education and environmental stewardship, CR&R will provide one (1) $1,000 scholarship per Fall and Spring semester for Fullerton Junior College students and one (1) $4,000 scholarship per Fall and Spring semester for California State University Fullerton students. This $10,000 per year scholarship commitment will be provided throughout the duration of the Franchise Agreement. Additionally, CR&R will offer one (1) paid internship for academic credits, each semester throughout the term of the contract for students to gain a strong understanding and earn professional experience within our Sustainability Department.
Community Sponsorship and Fostering Local Organizations CR&R’s commitment to community service is unmatched and we fully support each of our partner cities’ efforts to foster and champion local organizations, from food pantries to animal shelters and afterschool programs. Moreover, to underpin the dedication elected council members and city staff provide to their constituents, CR&R is honored to offer financial support in the amount of $25,000 each quarter, for use by City Council as grants to support community initiatives.
Downtown District Enclosure Beautification Program
CR&R understands the importance of the Downtown Fullerton District and the uniqueness of its vibrant businesses, restaurants, nightlife entertainment, and most of all, its walkability. Our Sustainability Department’s experience in establishing successful, cost-effective, shared enclosure programs in the cities of Orange and Laguna Beach, position CR&R to offer a path forward for compliant, safe and convenient recycling programs within the City.
We are pleased to offer $100,000 towards the refurbishment of all Downtown District City Enclosures, including new epoxy flooring that will complement the required steam cleaning. CR&R will also design custom signage and work with each participating commercial customer to ensure proper use and maintenance is achieved. We are confident that our right-sized, seven-day-a-week offered collection service of trash, recycling, and organics, and the fresh “look and feel” of each enclosure will promote business involvement in its upkeep and establish their commitment to recycling obligations.

Fullerton City Street Beautification and Maintenance
CR&R is sensitive to the sometimes unavoidable impact that our industry has on the communities we serve, such as the potential ramifications on streets due not only to the weight of materials collected, but also the miles they travel. CR&R will provide $200,000 in annual contributions to the City for use in slurring and resurfacing streets throughout Fullerton. We understand that this is less than the City’s projected annual financial requirement for this type of maintenance, however we are honored to do our part in maintaining the City that we are so proud to serve.
Road Improvement Investment
In addition, to the annual Street Beautification and Maintenance contribution, CR&R is increasing our upfront $4 Million Road Improvement Contribution to $4.25 Million to support the infrastructure impacted by heavy service vehicles. This investment will be paid to the City on July 1, 2027.
Enhanced Bulky Item Collection at Multi-Family Properties CR&R recognizes the challenges multi-family residents have in disposing of large bulky items. We propose a program that provides unlimited, monthly bulky item collection service to each complex at month end during the heavy move-in and move-out period at no additional charge. Multi-family properties may also call to schedule a bulky item collection during the non-peak times as well at no cost.
Updated Pricing Proposal
For your review, we have presented our last Best and Final offer which lowers residential rates, senior rates, commercial rates and offers a new mobile home park rate. Please see the attached revised pricing proposal. CR&R provides Fullerton with a lower overall system cost, substantial guaranteed investments, greater SB 1383 procurement support, and a stronger financial certainty over the life of the franchise:

The table on the following page illustrates the cost differential across the various service levels proposed by CR&R and Republic Services. As demonstrated, selecting CR&R as the City’s next service provider would provide an estimated $9.7 million in savings to Fullerton ratepayers, delivering significant long-term financial value while maintaining competitive service levels.
Alternative Proposal – New Multi-Family Rate Structure
Fullerton’s multi-family properties have different operational needs than traditional commercial customers. CR&R’s alternative proposal introduces a new multi-family rate structure designed specifically to better address the needs of this important customer group.
The new structure provides a more tailored approach to multifamily service while maintaining the flexibility necessary to accommodate varying property sizes, container configurations, and collection frequencies.
As an alternative to the $4.25 Million road improvement investment, CR&R proposes the option whereby the City can elect to redirect these funds to provide rate relief to multi-family customers. If the city selects this option, the $4.25 Million would be used to establish a 5% reduction in rates for multi-family properties receiving commercial service, in lieu of applying the $4.25 Million toward the road improvement investment.
This option would provide the City with an opportunity to create new “reduced” multi-family rates without shifting the cost to the commercial sector. Should the City Council wish to consider this option, we have included an “Alternative Proposal” Rate Exhibit for the Council’s review and consideration.
