FINAL PROPOSAL CERTIFICATION LETTER
Council's questions, feedback and commitment to achieving the best possible outcome for the Fullerton community have helped shape a stronger final proposal.

We appreciate the opportunity to listen, engage, and respond to your priorities.

Throughout this process, we have demonstrated that we are not only listening but acting. At every round of discussions, Republic Services carefully considered the comments and direction provided by the Council and worked diligently to improve our proposal. We sharpened our pencil at every proposal submission, made meaningful adjustments, and consistently moved the needle to deliver greater value to the city, its residents, and its business community.

REPUBLIC SERVICES’ BEST & FINAL OFFER LETTER
The following highlights the changes and enhancements made since our September 1, 2026, proposal:
• Commercial Rate Reductions
Republic Services further refined its proposal by reducing commercial rates across key customer classes. The standard commercial rate was lowered from $256.57 to $255.83, a $.74 reduction. The downtown commercial rate was reduced from $165.64 to $165.28, a reduction of $.36. These additional reductions demonstrate Republic's continued commitment to identifying savings and delivering direct value to Fullerton's business community. • Innovative Multi-Family Rate Option
Unlike traditional one-size-fits-all commercial service models, Republic’s proposed multi-family rate program offers three flexible service tiers, including single-family style cart service, bundled cart service and commercial dumpster service. This approach provides small property owners with greater affordability, customer choice and service flexibility while maintaining full compliance with waste, recycling and organics requirements. Multi-family units with four or fewer units can opt to receive the standard residential bundle rate of $30.42. Multi-family commercial customers can seek SB 1383 compliance with a commercial cart bundle offered at $146.96. Larger multi-family commercial customers can select a commercial bundle of 3-yard dumpsters for trash & recycling, and a 96-gallon cart for organics at $520.31.

• $4M Investment in Fullerton Infrastructure and City Cost Recovery At the direction of the Fullerton City Council, Republic Services refined its proposal by reducing the infrastructure investment commitment from $4.25 million to $4.0 million, returning $250,000 directly to customers through lower rates. This adjustment reflects our commitment to balancing meaningful investment in Fullerton's roads, public facilities and community infrastructure with long-term rate affordability.

The proposal continues to include $75,000 for direct RFP-related expenses, with any additional approved RFP costs reimbursed from the infrastructure investment commitment.
• Alternative Rate Relief Option
In response to City Council feedback regarding rate affordability, Republic Services is pleased to offer an alternative approach for consideration. Under this option, the proposed $4 million one-time payment may be reduced, at the city’s discretion, with the corresponding amount applied directly to offset customer rates.

This approach provides the city with maximum flexibility to determine the appropriate balance between an upfront financial contribution and additional ratepayer relief. For example, the city may elect to receive all or a portion of the one-time payment and apply the remaining funds toward reducing residential and commercial rates. The specific allocation can be tailored to align with the City Council’s priorities and community objectives.

By providing this flexibility, the city can directly influence the level of rate relief provided to customers while still benefiting from a significant upfront contribution. Republic remains committed to working collaboratively with the city to develop a funding and rate structure that delivers the greatest overall value to the Fullerton community while preserving the enhanced services and program commitments included in our proposal.

*This complex process has already begun with TRUE knowledge of the businesses Multi-Family Service for Fullerton
One of the most innovative and customer-focused elements of Republic Services' proposal is the introduction of a dedicated Three-Tier Multi-family Rate Program for properties. Rather than forcing multi-family properties into a traditional commercial rate structure designed for larger generators, Republic has created a customized solution that aligns service levels and costs with each property's actual needs.

This unique approach gives property owners the ability to select from multiple service tiers, ensuring they only pay for the level of service they truly require while remaining fully compliant with state recycling and organics regulations. The result is a program that delivers greater affordability, increased flexibility, and enhanced customer choice while maintaining the high service standards expected by the city.

For many small apartment communities, duplexes, triplexes and fourplexes, this represents a significant departure from the industry's traditional one-size-fits-all model. Republic's program provides access to lower-cost service options, creates opportunities for meaningful savings, and allows owners to right-size services as occupancy and waste generation change over time.

CITY OF FULLERTON SOLID WASTE AND RECYCLING SERVICES 9
Best & Fina l Offer Letter
Beyond cost savings, the program reflects Republic's commitment to innovation and responsiveness. It recognizes that smaller multi-family properties operate differently than large commercial accounts and deserve a service model tailored to their unique circumstances. The Three-Tier Multi-Family Program is designed to support housing affordability, reduce unnecessary costs for local property owners, and provide a smarter, more equitable approach to waste and recycling services.

Simply put, Republic is the only proposer offering a purpose-built, multi-family rate structure that combines affordability, flexibility, customer choice and regulatory compliance, delivering a true win for property owners, residents and the Fullerton community.
