City of Fullerton · RFP #2526-RFP-003 and Draft Franchise Agreement Informational Summary for City Council · July 6, 2026
The services and actions below are required of the franchise hauler as established by City staff in the RFP and Draft Franchise Agreement. Every proposing firm must provide them — they are the baseline against which each firm’s “above and beyond” enhancements are measured. Items are grouped to keep the list concise. City fees are addressed in a separate summary.

A. Three-container collection (all sectors)
Weekly refuse, recycling, and organics collection at ~28,768 residential and ~1,991 commercial premises, in SB 1383 standard-compliance colors and signage with per-container customer ID. • Residential: cart-size options (35/65/95), senior low-volume discount, manure-bin collection, extra-cart service, and walk-out service (verified disability). • Commercial / large multi-family: bin service (in multiple sizes), split-bin option, and scout/pushout service. • All sectors: missed-collection make-up and overfilled-container handling.

B. Delivery & Capacity guarantees
Deliver all material to Approved Facilities with no commingling of Fullerton waste with other cities, and provide guaranteed organics processing and landfill-diversion capacity at permitted facilities for the full term.

C. Commercial & Downtown District
Right-size containers and frequency per generator; provide a commercial organics program with de minimis / space-constraint waiver support; and in the Downtown District provide shared-service fixed pricing, keep enclosures and a 10-foot radius debris-free (power-washed weekly, steam-cleaned annually), and keep the Downtown account list current with the City.

D. Temporary & C&D (industrial)
Provide temporary cleanup/construction bins and roll-off boxes (with dry-run/standby and right-of-way rules); C&D debris is diverted at the 65% CALGreen minimum and reported through City-designated software.

E. Bulky items & abandoned-item control
Provide 4 free residential bulky collections per year (unlimited items) plus unlimited commercial, diverted per the reuse → disassembly → recycle → disposal hierarchy; weekly “hot spot” sweeps, 24- hour on-call removal, and monthly collection of City-consolidated items at the City Yard — all at no cost.

F. City facilities & events
Provide free SB 1383-compliant service at 31 City facilities, plus free service and event boxes at 9 major annual events and smaller events.

G. Recurring community programs
City Green Consulting · Prepared for the City of Fullerton · Page 2 Holiday tree collection (3 weeks after Dec 25); an annual HHW event (minimum 4 hours); bi-annual hauler-staffed shredding events; a seasonal bulk compost give-away (≥250 tons, at least one delivery per week for 8 weeks) and an annual drive-thru bagged-compost event; and assistance developing the City’s disaster/waste-mitigation plan.

H. SB 1383 compliance support
Route reviews and waste generation/characterization studies at the required frequency; container contamination monitoring and response; a guaranteed minimum contractor recycling rate; edible-foodrecovery program assistance; organics-recycling waiver processing; a dedicated recycling coordinator; and AB 939 indemnification/guarantee.

I. Fleet & equipment
All vehicles “as-new,” no older than 12 years, DMV-registered with annual City inspection; GPS with location reporting, pedestrian/cyclist safety-warning systems, and cameras with at least 30-day storage; RNG encouraged for SB 1383 procurement; new or “as-new” containers in SB 1383 colors, graffiti/damage remedied within 3 days, with container inspections beginning in year 5.

J. Personnel & customer service
Uniformed, identified, screened, and trained field staff (removed at City request if unsatisfactory); a government liaison; local office hours and telephone service standards; complaint documentation and resolution; and same-day response to service issues.

K. Public education & billing
An outreach program at hauler expense (AB 939 / 341 / 827 / 1826 and SB 1383), at least 2 newsletters per year, up to 2 City-directed messages per year, a pre-rollout campaign, an annual progress report, plastic-bag recycling education, and use of City logos/slogans. The City continues residential billing (with a bid-alternate for per-unit hauler billing) while the hauler direct-bills commercial and temporary service under statement-minimum, service-credit, and computerized-account rules.

L. Reporting, performance & guarantees
Monthly, quarterly, and annual reports (tonnage, diversion, AB 341/1826/SB 1383 compliance, and gross receipts) via City software; bi-annual performance reviews plus a customer-satisfaction survey, with liquidated damages for missed standards; and a $250,000 performance surety, $50,000 cash bond, the full insurance suite, and a business license.
