FISCAL IMPACT
The Fiscal Year 2026-27 Adopted Capital Improvement Program (CIP) Budget has available funding for the project provided from RMRA / SB1 Funds and Sewer Enterprise Funds. In addition, the City obtained FHWA approval to utilize $1,121,490 Federal Earmark Repurposing Funds from a completed project to this State College Boulevard Street Rehabilitation Project. The CIP Budget does not include these repurposed earmarked funds and requires appropriation.

Staff recommends the following budget transfers and appropriation:

Appropriate receipt and use of $1,121,490 Federal Earmark Repurposing Funds to Project 44068 State College Boulevard Street Rehabilitation within the Capital Projects Fund (Fund 74) $1,729,000 RMRA / SB1 Funds from Project 44400 Annual Arterial Street Program to Project 44068 State College Boulevard Street Rehabilitation within the Capital Projects Fund (Fund 74) $163,000 Sewer Enterprise Funds from Project 51419 Annual Sewer Replacement Program to Project 44068 State College Boulevard Street Rehabilitation within the Sewer Enterprise Fund (Fund 47).

Staff attached a Budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).

DISCUSSION
This project would rehabilitate approximately 1.37 miles of deteriorated arterial roadway along State College Boulevard, between Yorba Linda Boulevard and the northern City Limits. Work would repair deteriorated and damaged curb andgutters, sidewalk, driveway approaches, sewer pipe point repairs and ADA access ramp installation. See Attachment 3 for project limits.

The pavement conditions within the project area are generally poor, with areas of significant damage. Street pavement rehabilitation would use asphalt concrete pavement grind and overlay method based on a geotechnical investigation, current pavement conditions, traffic volume, construction logistics and available budget. The Pavement Condition Index (PCI) would reset to 100 (very good condition) upon project completion.

Funding for this project includes repurposed federal earmark funds originally allocated to the completed State College Grade Separation Project. Staff petitioned to reallocate the remaining funds to another City project – essentially keeping the funding within the City. The Federal Highway Administration (FHWA) accepted this request, and as part of the Department of Transportation Appropriations Act, 2024, allowed the City to repurpose funds to a new or existing project within 25 miles of the original earmark designation. Staff recommended the State College Boulevard Street Rehabilitation Project, resulting in $1,121,490 to help offset the project costs.

The City received twelve bids on September 24, 2026, with All American Asphalt of Corona, CA submitting the $2,379,112 lowest responsible base bid. The low bid submitted is approximately 24.8% lower than the $3,163,000 engineers estimate. Staff reviewed the bid and found it acceptable.

Construction would tentatively start November 2026 with anticipated project completion in February 2027. Staff would notify nearby residents of upcoming project construction and potential impacts. Staff has also coordinated this work with the City of Brea.

Staff prepared an environmental assessment pared in accordance with California Environmental Quality Act Guidelines and determined the project is categorically exempt.
