Subject: Formal Notification for the City of Fullerton’s Environmental Justice Element, Pursuant to Senate Bill 18

Dear Cultural Resource Director Perry,
Pursuant to California Senate Bill (SB) 18, the City of Fullerton (the City) is providing you with formal notification of the General Plan’s Environmental Justice Element (Project), located in Fullerton, California. The proposed Project requires a General Plan amendment and is therefore subject to SB 18 (Government Code Section 65352.3). This letter serves as formal notification and an invitation to consult with the Community and Economic Development Department regarding the proposed Project.

Project Location: City of Fullerton (see attached Project Location Map).

Project Description: This project involves the preparation of the City of Fullerton’s first Environmental Justice (EJ) Element in compliance with Senate Bill 1000, integrating equity, public health, and environmental protection into the City’s General Plan. The work includes a comprehensive analysis of existing conditions using CalEnviroScreen 4.0, SB 535 disadvantaged community designations, CDC Social Vulnerability Index data, and local indicators to identify impacted communities. Extensive community engagement—through a citywide survey and in‑person pop‑up outreach—shaped priorities related to air and water quality, climate resilience, access to parks, transit, healthy food, safe housing, and civic participation. The EJ Element establishes data‑driven goals and policies that prioritize reducing environmental health disparities, improving access to public facilities and green infrastructure, strengthening climate resilience, and ensuring meaningful citizens participation by residents, while aligning with other elements of the City’s General Plan. The draft Plan is anticipated to be made public later this year.

Proposed Project Disturbances: Specific projects requiring ground disturbance are not anticipated at this time. All future discretionary projects that may be proposed under the Project would be subject to CEQA and project-level environmental reviews, as applicable.

Project Location Map: City of Fullerton, CA
