PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Fiscal and Organizational Stability.

FISCAL IMPACT
The annualized Housing Rehabilitation Specialist II position costs approximately $147,000 for Fiscal Year (FY) 2026-27 supported by the Housing Fund (Fund 26). Staff set the Housing Rehabilitation Specialist II at the Housing and Community Rehabilitation Inspector salary range, included in the Adopted FY 2026-27 budget as it would replace the Housing Rehabilitation Specialist Series. This would require no additional budget allocation nor generate any General Fund impact.

DISCUSSION
The City had two unsuccessful Housing and Community Rehabilitation Inspector position recruitments. Staff reviewed the process and identified factors limiting their effectiveness. Many applicants had relevant work experience but the majority lacked the Building Inspector certification required at the time of application.

Staff and the Housing Manager decided to require inspector certification at the journey level rather than at entry into the classification series as job-related training and relevant experience have more importance at the entry level. Establishing a classification series would broaden the pool of qualified candidates and provide flexibility to develop talent internally or recruit candidates with relevant experience. Employees could progress to the journey level once they obtained required certification and experience. Staff proposes the following Housing Rehabilitation Specialist Series levels to allow this flexibility:

Housing Rehabilitation Specialist Trainee as the entry level with learning on the job and performing duties under general supervision. Staff proposes assigning Housing Rehabilitation Specialist Trainee to salary range 460 ($69,291 - $88,437).

Housing Rehabilitation Specialist I is the journey level of the series, intended to independently perform position duties and responsibilities. Staff proposes assigning Housing Rehabilitation Specialist I to salary range 476 ($76,636 - $97,810).

Housing Rehabilitation Specialist II would provide the most support for the division, taking on more complex projects and tasks, in addition to managing daily responsibilities. Staff proposes assigning Housing Rehabilitation Specialist II to salary range 485 ($85,681 - $109,354), equal to the current Housing and Community Rehabilitation Inspector.
