FISCAL IMPACT
The Fiscal Year 2026-27 Adopted Capital Improvement Program (CIP) Budget has sufficient funding for the project provided from Drainage Capital Outlay Funds. Staff recommends a $375,000 Drainage Capital Outlay Funds budget transfer and appropriation from 52591 Annual Storm Drain Repair to Project 52027 Miscellaneous Storm Drain Lining Fiscal Year 2026-27 within the Capital Projects Fund (Fund 74).
Staff attached a Budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).
DISCUSSION
This project would repair several sections of existing storm drain pipe that Public Works staff identified as a priority based on video inspection of pipe conditions. Attachment 3 shows four repair locations which includes storm drain pipes located in private property easements. Staff would use storm drain lining for repairs resulting in minimal excavation and disruption to the surrounding areas. This work would considerably extend the service life of the storm drain pipes.
The City received two bids on October 7, 2026 with Vortex Services, LLC of Huntington Beach, CA submitting the lowest responsible base bid totaling $266,602. The low bid submitted is approximately 25.5% lower than the Engineers Estimate of $358,000. Staff reviewed the bid and found it acceptable.
Construction would tentatively start mid-November 2026 with anticipated project completion in December 2026. Staff would notify residents and businesses of upcoming project construction and potential impacts.
Staff prepared an environmental assessment pared in accordance with California Environmental Quality Act Guidelines and determined the project is categorically exempt.
