DISCUSSION
The Public Works Department issued a Request for Qualifications (2526-RFQ-012) for as-needed professional architectural / engineering / planning / environmental services for Fullerton Airport Improvement Projects on May 29, 2026. The City received proposals on June 26, 2026 from the following firms:
C&S Engineers, Inc.
Mead and Hunt, Inc.
H.W. Lochner, Inc.
Huitt-Zollars, Inc.
Calvada Surveying, Inc.
Public Works Engineering and Airport Division staff reviewed and rated proposals on the following criteria:
Recognition of overall project concepts, objectives and potential problems Responsiveness to requirements
Ability to perform all project aspects
Recent experience with similar airports or projects of comparable size and nature to the proposed projects Current workload and capability to meet schedules and deadlines Qualifications of the designated senior individual responsible for delivery of services.
C&S Engineers, Inc. and Mead and Hunt, Inc. received the highest rating. Staff sent supporting documentation and justification regarding the RFQ process to the FAA. The FAA concurs with City findings and recommendations to award both selected consultants as fair and reasonable (Attachment 5). Both firms are qualified and successfully provided consulting services to various agencies, including the City of Fullerton.
Awarding these agreements would allow the City to use consultant services for upcoming grant-funded Airport Capital Improvement Projects. The proposed agreements would have a five-year term starting October 20, 2026 through October 31, 2031.
