Consultant has been advised and is aware that this Agreement and all reports, documents, information and data, including, but not limited to, computer tapes, discs or files furnished or prepared by Consultant, or any of its subcontractors, pursuant to this Agreement and provided to City may be subject to public disclosure as required by the California Public Records Act (California Government Code Section 6250 et seq.).

Exceptions to public disclosure may be those documents or information that qualify as trade secrets, as that term is defined in the California Government Code Section 6254.7, and of which Consultant informs City of such trade secret. The City will endeavor to maintain as confidential all information obtained by it that is designated as a trade secret. The City shall not, in any way, be liable or responsible for the disclosure of any trade secret including, without limitation, those records so marked if disclosure is deemed to be required by law or by order of the Court.

6.14. Conflict of Interest. Consultant and its officers, employees, associates and subconsultants, if any, will comply with all conflict of interest statutes of the State of California applicable to Consultant's services under this agreement, including, but not limited to, the Political Reform Act (Government Code Sections 81000, et seq.) and Government Code Section 1090.

During the term of this Agreement, Consultant and its officers, employees, associates and subconsultants shall not, without the prior written approval of the City Representative, perform work for another person or entity for whom Consultant is not currently performing work that would require Consultant or one of its officers, employees, associates or subconsultants to abstain from a decision under this Agreement pursuant to a conflict of interest statute.

6.15. Responsibility for Errors. Consultant shall be responsible for its work under this Agreement. Consultant, when requested, shall furnish clarification and/or explanation as may be required by the City’s representative, regarding any services rendered under this Agreement at no additional cost to City. In addition, Consultant shall reimburse City for any and all costs, expenses and/or damages, if any, that the City has incurred due to the aforementioned error or omission.

6.16. Prohibited Employment. Consultant will not employ any regular employee of City while this Agreement is in effect.

If, and to the extent this Agreement incorporates by reference any provision of any document, such provision shall be deemed a part of this Agreement. Nevertheless, if there is any conflict among the terms and conditions of this Agreement and those of any such provision or provisions so incorporated by reference, this Agreement shall govern over the document referenced.

6.18. Costs. Each party shall bear its own costs and fees incurred in the preparation and negotiation of this Agreement and in the performance of its obligations hereunder except as expressly provided herein.

6.19. No Third Party Beneficiary Rights. This Agreement is entered into for the sole benefit of City and Consultant and no other parties are intended to be direct or incidental beneficiaries of this Agreement and no third party shall have any right in, under or to this Agreement.

6.21. Construction. The parties have participated jointly in the negotiation and drafting of this Agreement. In the event an ambiguity or question of intent or interpretation arises with respect to this Agreement, this Agreement shall be construed as if drafted jointly by the parties and in accordance with its fair meaning. 6.22. Amendments. Only a writing executed by the parties hereto or their respective successors and assigns may amend this Agreement.

6.23. Waiver. The delay or failure of either party at any time to require performance or compliance by the other of any of its obligations or agreements shall in no way be deemed a waiver of those rights to require such performance or compliance. No waiver of any provision of this Agreement shall be effective unless in writing and signed by a duly authorized representative of the party against whom enforcement of a waiver is sought. The waiver of any right or remedy in respect to any occurrence or event shall not be deemed a waiver of any right or remedy in respect to any other occurrence or event, nor shall any waiver constitute a continuing waiver.

6.24. Severability. If any provision of this Agreement is determined by a court of competent jurisdiction to be unenforceable in any circumstance, such determination shall not affect the validity or enforceability of the remaining terms and provisions hereof or of the offending provision in any other circumstance. Notwithstanding the foregoing, if the value of this Agreement, based upon the substantial benefit of the bargain for any party, is materially impaired, which determination made by the presiding court or arbitrator of competent jurisdiction shall be binding, then both parties agree to substitute such provision(s) through good faith negotiations.

6.25. Counterparts. This Agreement may be executed in one or more counterparts, each of which shall be deemed an original. All counterparts shall be construed together and shall constitute one agreement.

1. SECTION I

1.1. NOTICE OF REQUEST FOR PROPOSALS

1.1.1. NOTICE IS HEREBY GIVEN
The City of Fullerton is requesting Proposals from qualified airport planning, engineering, and environmental firms for the completion of plans and specifications necessary to complete various improvement projects involving designated capital improvement projects at the Fullerton Municipal Airport. These various projects are part of the five-year Airport Capital Improvement Program (ACIP) submittal to FAA LAX-ADO.

Interested firms shall submit their proposal no later than 4:30 pm on Friday, June 26, 2026.

This Request for Qualifications (RFQ) provides information on the City of Fullerton, the required scope of services, the consultant/contractor selection process, and the minimum information that must be included in the RFQ Response. Selection of the approved consultant will be based upon overall staff qualifications, relevant design experience, and demonstrated familiarity with the FAA project development process. The final contract for professional services will be in conformance with the provisions of FAA AC 150/5100-14E, "Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects" and Title 49 CFR Part 26 ”Participation by Disadvantage Business Enterprises in Department of Transportation Programs.”
Prior to the award of contract, the City reserves the right to cancel this request for proposals without notice. The scope of the various project improvements are covered under federal grant assurances and jurisdiction, requiring interaction and coordination with the Federal Aviation Administration (FAA) Los Angeles Airports District Office (ADO).

Parties submitting proposals shall be prepared to perform all work in accordance with FAA, State, and local policies and guidelines. The final scope of work and schedule will be negotiated upon selection of the most qualified firm, and subject to the availability of federal and state grants. The final scope and fee for each project will be negotiated separately upon FAA approval to fund the projects, or by fiscal year.

Please note that the City is seeking a Statement of Qualifications proposal, in which a "Cost Proposal" or "Fee Schedule" is not being requested at this time. The City is seeking to award multiple on-call professional services agreements with the firms selected to perform the required scope of services based on a number of qualifying and determinable factors, as outlined in this RFP. Once the top ranked firm is selected, the City will seek a Cost Proposal for said Project. Proposals will be evaluated based on firm’s qualifications and experience, ability to perform scope of services and implementation plan, and any other criteria set out herein this RFQ. Southeast Hangar Rehabilitation Phases 1/2 FY2026/FY2027

GENERAL APPROACH
Our architecture and engineering design team is well versed in renovation and rehabilitation of facilities at airports and understands the implications of the design and construction process. A successful project will achieve the Airport’s goals for the Southeast Hangar by managing the scope, schedule, and budget for the renovation. Close coordination with other Airport projects will be part of the scope in order to take advantage of opportunities for economy of scale, project phasing, and Airport management.

Prior to design, the team will visit the site and confirm the current condition of the hangar and meet with the Airport and its stakeholders, if desired by the Airport. The site evaluation will include an assessment of the facility through an architecture and engineering lens. During design, all current code requirements will be applied to the project, and estimation of project costs will be provided. A phasing plan for how construction would sequence would be collaborated between the Airport and design team to ensure continuity of operations and minimize disruption to hangar tenants. The design team would introduce the project to the City permitting department to streamline plan review and discuss significant issues with the Authority Having Jurisdiction (AHJ).

After permitting, the design team will work with the City’s procurement office and provide bid support through project award.

During construction, the design team will engage in construction administration to review requests for information (RFIs), review submittals, and provide support to the Airport.

South Aircraft Parking Ramp Pavement and Markings Rehabilitation FY2028

GENERAL APPROACH
Our team understands what it takes to safely and efficiently execute complex pavement rehabilitation projects of aircraft parking ramps while preserving airport operations. The South Aircraft Parking Ramp serves as the primary GA parking for tenants, visitors, and fixed base operators (FBOs) General Aviation Company and Aviation Facilities Inc. (AFI), making construction phasing and operational coordination critical to minimizing impacts to airfield operations. From a previous statewide Caltrans APMP, the Pavement Condition Index (PCI) for the South Aircraft Parking Ramp was identified as “fair,” indicating that a mill-and-overlay of the existing flexible pavement could extend its functional and structural life, provided loading-related distresses are not present.

During design, Mead & Hunt recommends pavement coring throughout the South Aircraft Parking Ramp to confirm cracking depth and distress mechanisms (top-down versus bottom-up cracking). This evaluation, performed by our subconsultant Twining, will be used to validate mill depths and refine the overlay and preventative maintenance strategy.

Drawing on extensive experience with similar analyses at other airports, Mead & Hunt will develop and evaluate multiple rehabilitation alternatives and perform cost-benefit analyses to identify the most effective solution.

Concurrently or prior to the South Aircraft Parking Ramp Rehabilitation Project, our team proposes analyzing painting of no-taxi islands, utilizing green paint, to address direct access from the ramp to Runway 6-24 as part of the ALP update to be performed following FAA design procedures. If a complete ALP update cannot be completed before or concurrently with the rehabilitation project, an ALP (Pen & Ink) would be recommended to illustrate the placement of the no-taxi islands and proposed aircraft parking configuration. Additionally, it is also recommended to analyze the new tie-down parking configuration as part of the ALP update to maximize the capacity and efficiency of the existing aircraft parking configuration.

Airport Layout Plan Update

GENERAL APPROACH
Mead & Hunt will approach the ALP updates for FUL through a comprehensive, FAA-aligned methodology that integrates technical rigor, operational insight, and proactive coordination. Our process is grounded in full compliance with FAA AC 150/5300-13B, Airport Design – Change 1, ensuring that all airfield geometry and facilities are planned to meet current design standards while supporting safe, efficient airport operations. Early and ongoing coordination with the FAA is a cornerstone of our approach, allowing us to resolve design considerations in real time and streamline the ALP approval process.

In parallel, Mead & Hunt brings deep expertise in AAM planning, enabling us to thoughtfully evaluate how new aviation technologies may be integrated into the airport environment. For FUL, this includes identifying and preserving space within the ALP for future vertiport development, energy infrastructure, and necessary setbacks, while ensuring compatibility with existing operations and maintaining flexibility for long-term implementation.

A key focus of Mead & Hunt’s ALP updates is the evaluation and refinement of taxiway geometry to enhance safety and usability. Consistent with AC 150/5300-13B guidance, our team emphasizes clear, predictable taxi routes that improve pilot situational awareness and reduce the potential for runway incursions. This includes reconfiguring taxiway connectors to incorporate standard intersection angles, eliminating unnecessary pavement, and introducing defined turning movements where appropriate. These refinements are particularly important at airports like FUL, where constrained airfield layouts and high GA activity require careful balancing of efficiency and safety.

An essential component of this effort is the identification and elimination of direct access connections from aprons to the runway. FAA guidance discourages these configurations because they can allow aircraft to enter the runway environment without a clear, controlled transition, thereby increasing the potential for conflicts. Mead & Hunt systematically evaluates existing airfield layouts to identify these conditions and develop reconfigured taxiway systems that require intentional turning movements prior to runway entry.

For FUL, this approach results in an ALP that not only reflects current conditions and planned development, but also proactively resolves nonstandard design elements while positioning the Airport for future innovation. By integrating FAA design standards, operational best practices, and forward-looking AAM considerations, including preservation of a potential vertiport site, Mead & Hunt will deliver an ALP update that is implementable, defensible, and aligned with longterm Airport development goals. This process ultimately provides a clear path forward for capital improvements and FAA approval.

FULLERTON MUNICIPAL AIRPORT
Architectural/Engineering/Planning/Environmental Services 28 4 DETAILED WORK PLAN
AAM/UAM Feasibility and Planning Study

GENERAL APPROACH
Advancing Fullerton’s AAM Vision Through Integrated Planning Mead & Hunt brings a forward-looking, implementation-focused approach to airport planning that integrates AAM and energy infrastructure into traditional aviation planning. Our multidisciplinary team of aviation and land use planners, pilots, environmental scientists, former airport managers, and former FAA staff deliver practical, implementation-ready solutions that support both current operations and emerging technologies.

Our approach aligns directly with the City’s proactive leadership in advancing AAM.

Through its partnership with Wisk Aero, the City has already established a strong foundation for integrating autonomous, all-electric air taxi operations at FUL, including infrastructure, airspace, policy, and electrical grid considerations.

Mead & Hunt will build on this momentum by delivering strategic, integrated planning that ensures continuity, avoids duplication, and accelerates implementation. Our approach builds upon this foundation by translating FUL's AAM vision into coordinated, actionable planning strategies that integrate AAM and energy infrastructure into ongoing Airport development.

Integrated Planning Framework
We approach AAM and energy planning as part of a unified airport system rather than stand-alone efforts. Our approach:
Integrates AAM into ALPs, facility planning, and capital improvement programming Assesses vertiport siting for compatibility with airspace, operational requirements, existing airport facilities, and surrounding land uses
Evaluates connectivity with regional vertiport networks and multimodal transportation systems Positions FUL as a strategic node within the broader AAM ecosystem Aligns electrification and energy demand planning with phased airside and landside development Ensures consistency with FAA guidance and evolving AAM policy frameworks Embeds resilience, sustainability, and operational feasibility into all recommendations Airport Electrification Strategy
As AAM, electric aircraft, and ground fleets increase energy demand, Mead & Hunt integrates energy planning into airport development to ensure systems are scalable, resilient, and aligned with long-term growth. We forecast near- and long-term electrical demand across airport systems to:
Evaluate charging infrastructure needs for eVTOLs, conventional takeoff and landing (CTOL) aircraft, electric ground support equipment (GSE), and tenant operations
Coordinate with utility providers to assess capacity, redundancy, and system resilience Identify opportunities for renewable energy, microgrids, and battery storage Ensure energy infrastructure can scale to support regional AAM network growth Regulatory and Environmental Alignment
Our California experience ensures all recommendations are practical, compliant, and implementable. We will:
Coordinate CEQA/NEPA pathways early to streamline project delivery Identify permitting strategies and regulatory approvals for AAM infrastructure through coordination with FAA, Caltrans, and local jurisdictions
Integrate AAM considerations into the broader community, including land use policy frameworks addressing vertiport siting, noise, safety, low-altitude overflights, airspace, and overall land use compatibility

Stakeholder Engagement and Community Integration
Recognizing that AAM introduces new technologies and community considerations, Mead & Hunt emphasizes proactive, transparent community engagement by:
Using proven AAM outreach tools and strategies to educate stakeholders and build awareness Coordinating with City staff, tenants, operators, regional partners, and surrounding communities to align planning assumptions
Supporting transparent, decision-making processes that build trust and consensus Maintaining flexibility to adapt to evolving AAM technologies, regulatory conditions, and community expectations The City of Fullerton is actively positioning itself as a leader in autonomous AAM deployment in Southern California. Mead & Hunt is uniquely qualified to support the City in preparing for next-generation aviation technologies by advancing the City’s efforts from vision to planning and implementation.

MANAGING RESOURCES
We proactively forecast project workloads on a year-round basis to clearly understand staff's availability and capacity. These labor projections are carefully evaluated before we pursue additional work or make staffing commitments to our clients.

Project teams meet weekly to review schedules, workloads, and resource needs, allowing potential conflicts to be identified and resolved early. When necessary, we adjust staffing plans and allocate additional resources to meet milestone dates and maintain project schedules. Key Personnel will not be substituted without City approval.

APPROACH TO QA/QC ASSURANCE
Mead & Hunt’s success delivering large, complex airport improvement programs is grounded in a disciplined and proactive QA/QC process. Our QA framework establishes the procedures that guide project delivery, while our QC program provides the structured reviews and documentation needed to consistently produce high‑quality deliverables.

Eric Loera (Project Manager) and Jeff Leonard (Principal-In-Charge), in coordination with Cameron Morrow (Deputy Project Manager), will prepare a project‑specific Quality Management Plan (QMP) in collaboration with the FUL team. The QMP defines responsibilities, review milestones, and documentation requirements tailored to this project.

Quality reviews occur continuously as work is developed, rather than only at formal submittal milestones, allowing issues to be identified and resolved early. At key milestones, independent multidisciplinary technical reviews, led by Jake Roberts (QA Lead) and Rafael Gonzalez (QC Lead), are performed, including constructability reviews and QA/QC audits. This layered, independent review approach strengthens technical quality, confirms compliance with FUL requirements, and reduces downstream risk during construction.

Change Management
A structured change management process is integrated into the QA/QC program to ensure that scope, schedule, budget, and safety impacts are promptly identified, evaluated, and addressed in coordination with the FUL team. Eric will gather input on challenges and risks related to safety, quality, schedule, and budget; confirm the scope of changes; and develop preliminary cost and schedule estimates, prioritizing the timely resumption of work.

Conclusion
Mead & Hunt operates as an extension of the Airport’s staff by anticipating needs, communicating proactively, and managing design and coordination with the singular goal of delivering a well‑executed project. Our success is measured not only by the technical quality of the final deliverables, but by the confidence, trust, and satisfaction of our clients and stakeholders throughout the process.

Our team provides the leadership and technical depth to fully own this Scope of Work from day one through closeout.

MCE is currently operating with outdated and undersized infrastructure, as well as experiencing potential passenger growth. To address the short-term and longterm terminal area development needs and to provide a program for practical implementation, the City of Merced has elected to replace the current commercial service terminal through the construction of a new commercial 10,865-square-foot service terminal building. Associated site improvements include the reconstruction of the terminal area parking lot, aircraft apron and taxiway pavements, and extension of utilities to serve the new terminal building.

The one-story building design pays homage to the existing terminal building located across the parking lot with the use of a standing seam metal butterfly roof design at its center. The roof extends over the main public portions of the terminal and creates tall open areas for the flow of passengers traveling to and from Merced. The public spaces are also expressed with the use of large spans of glazing. An airport administration area located to the west of the public areas is expressed with the use of shorter, more solid volumes. The exterior building materials consist of three types of metal panel systems, ensuring longevity of the building for years to come, while adding visual interest through their application. The interior and exterior color palette draws inspiration from the natural surroundings of the Merced and Yosemite area.

CASP 2020 considers California's 241 public use airports not only as a statewide aviation system, but as part of the State's multi-modal transportation system. By doing so, the CASP considers the way in which aviation contributes to statewide mandates, addressing reductions in greenhouse gases, planning strategies to better align land use and transportation, and opportunities to provide redundant transportation systems in the face of ongoing sea level rise, wildfires, and other disruptions. Mead & Hunt conducted project-related research associated with key issues, such as infrastructure and safety needs, forecasts and aviation trends (including UAM and unmanned aerial systems technology and its implementation), mobility and access, land use and sustainability, and funding. Mead & Hunt worked in close cooperation with Caltrans staff and led public outreach efforts. While characterized for its innovative approach and scope, the CASP also satisfies the requirements for system plans set forth by FAA and the California Public Utilities Code.

The CASP successfully integrated aviation policy and recommendations into the broader scope of California land use and transportation planning. The CASP built on previously completed studies and produced recommendations for how the state could modify its aviation policy to further local, regional, and statewide goals.
