• Infrastructure and City Assets.

FISCAL IMPACT
The Fiscal Year 2026-27 Capital Projects (CIP) Adopted Budget includes sufficient funding for costs associated with updating signs, marking installation and maintenance as well as various requests recommended by the Transportation and Circulation Commission (TCC). Fullerton Ford would pay all other costs associated with the temporary parking permit program.

DISCUSSION
Fullerton Ford is a long-standing Fullerton business and one of the top-25 City sales tax producers. The dealership has new ownership and looks to expand operations and make improvements to the property. Fullerton Ford plans to construct a new parking structure to increase on-site parking capacity and accommodate business growth. The proposed improvements would increase parking capacity upon completion but construction would temporarily displace existing parking spaces needed for dealership customers and employees.

Staff received a request from Fullerton Ford in early September 2026 to provide parking relief to customers and employees during construction by rescinding all time-restrictive parking around the dealership in the following area:
• East and west side of Woods Avenue between Commonwealth Avenue and Williamson Avenue • North side of Williamson Avenue between Woods Avenue and 330 feet west of Woods Avenue.

Fullerton Ford requests the City provide parking relief through a temporary parking permit valid during business hours on the east and west side of Woods Avenue between Commonwealth Avenue and Williamson Avenue, on the west side of Woods Avenue between Williamson Avenue and the terminus, on the north and south side of Williamson Avenue from Woods Avenue to 330 feet west and on the north side of Williamson Avenue from Woods Avenue to 130 feet east (Attachment 2).

The temporary parking permit area primarily impacts the Fullerton Ford property with parking available to the public before and after business hours with the exception for city wide Early Morning Parking (EMP) on-street parking restrictions between 2:00 a.m. and 5:00 a.m.

City Council adopted resolutions establishing the time-restrictive parking. Resolution No. 9942, adopted September 4, 2007, created a 20-minute loading and unloading zone on the north side of Williamson Avenue from Woods Avenue to the first driveway west of Woods Avenue. Resolution No. 9958, adopted on October 2, 2007, established a one-hour parking zone on both sides of Woods Avenue between Commonwealth Avenue and Williamson Avenue. Staff included these resolutions in Attachment 3.

Woods Avenue is a north/south collector road with a 25 miles per hour prima facie speed limit. The segment of Woods Avenue south of Commonwealth Avenue has a 36-foot curb-to-curb roadway width with one lane of traffic in each direction. The City permits on-street parking on both sides of the street as time restriction during business hours with the exception for the EMP.

Williamson Avenue is an east/west collector road with a 25 miles per hour prima facie speed limit. The segment of Williamson Avenue, east and west of Woods Avenue, has a curb-to-curb roadway 39-foot width with one lane of traffic in each direction. The City allows on-street parking on both sides of the street as time restriction during business hours with the exception for the EMP.

The affected street segments fall within an established commercial and industrial area including primarily the dealership and adjacent automotive-related businesses. Staff anticipates minimal, if any, impacts to residential parking availability given the surrounding land uses and proposed permit area location. Additionally, the proposed permit program would apply during business hours, with parking available to the general public outside those hours, subject to existing City parking regulations. The temporary permit program would occur during active construction periods and subject to appropriate conditions, fees and renewal requirements.

The proposed accommodations support broader City economic development objectives by facilitating continued investment and expansion in an established local business. The City can support the dealership's continued operations while it develops additional permanent on-site parking capacity. Working collaboratively with Fullerton Ford to address temporary construction-related parking needs balances City interests in business retention and economic growth with responsible public parking resource management and consideration of surrounding properties.

The Fullerton Police Department (FPD) supports temporary parking permit program. FPD would cite offenders once the City posts signs and utilizes hangtags.

The Transportation and Circulation Commission (TCC) unanimously recommended this item for City Council approval in October 2026 to remove time-restrictive parking and create a temporary parking permit program with requirements such as permit use limitations of, a fee schedule and a yearly renewal procedure (contingent upon active construction).

Staff mailed notices of the October TCC meeting and October 20, 2026 City Council meeting to all business owners and tenants affected by the proposed change. Staff received no opposition to the proposal at the time of this report.

The City Traffic Engineer recommends approving the request to rescind all time-restricted parking restrictions along the east and west side of Woods Avenue between Commonwealth Avenue and Williamson Avenue, on the north side of Williamson Avenue between Woods Avenue and 330 feet west based on parking hardship and create a temporary parking permit program.
