Agenda Report
Fullerton Transportation and
Circulation Commission
MEETING DATE: OCTOBER 5, 2026
TO: TRANSPORTATION & CIRCULATION COMMISSION
SUBMITTED BY: PUBLIC WORKS/TRAFFIC ENGINEERING DIVISION PREPARED BY: MICHAEL PLOTNIK, CITY TRAFFIC ENGINEER
SUBJECT: TEMPORARY PARKING PERMIT
SUMMARY
Consideration of a request from Fullerton Ford to remove time restrictive parking along the east and west side of Woods Avenue between Commonwealth Avenue and Williamson Avenue, along the north side of Williamson Avenue just west of Woods Avenue, and to create a temporary parking permit program which would allow on-street parking during on-site construction activities for customers and employees.
RECOMMENDATION
Concur with the City Traffic Engineer’s recommendation to rescind all time-restricted parking restrictions along the east and west side of Woods Avenue between Commonwealth Avenue and Williamson Avenue, on the north side of Williamson Avenue between Woods Avenue and approximately 300’ west; and also concur with the City Traffic Engineer’s recommendation for the creation of a temporary parking permit.
DISCUSSION
In early September 2026, staff received a request from Fullerton Ford to provide parking relief to customers and employees during the construction of a parking structure by rescinding all time restrictive parking around the dealership. The description of area requested to be rescinded is as follows: east and west side of Woods Avenue between Commonwealth Avenue and Williamson Avenue, north side of Williamson Avenue between Woods Avenue and approximately 300’ west. Fullerton Ford has also requested that the City provide parking relief through the creation of a temporary parking permit which would be valid only during business hours. The area of the temporary parking permit would be on the east and west side of Woods Avenue between Commonwealth Avenue and Williamson Avenue, on the west side of Woods Avenue between Williamson Avenue and the terminus, on the north and south side of Williamson Avenue from Woods Avenue to approximately 300’ west, and on the north Temporary Parking Permit

side of Williamson Avenue from Woods Avenue to approximately 130’ east. The temporary parking permit area primarily impacts the Fullerton Ford property and parking would be available to the public before and after business hours with the exception for the Early Morning Parking (as defined below).
The time restrictive parking was established through resolutions. Resolution No. 9942 established a 20-minute loading/unloading zone on the north side of Williamson Avenue from Woods Avenue to the first driveway west of Woods Avenue (adopted by City Council on September 4, 2007). Resolution No. 9958 established a 1-hour parking zone on both sides of Woods Avenue between Commonwealth Avenue and Williamson Avenue (adopted by City Council on October 2, 2007). Resolution 2011-04 established a 30-minute parking zone on the north side of Williamson Avenue from 125 feet east of Euclid Street easterly to the end of the 800 block of Williamson Avenue (adopted by City Council on January 18. 2011). Copies of the resolutions can be found as Attachment 2.
Woods Avenue is a north/south collector road with a prima facie speed limit of twentyfive (25) miles per hour. The segment of Woods Avenue south of Commonwealth Avenue has a curb-to-curb roadway width of thirty-six (36) feet with one lane of traffic in each direction. On-street parking is allowed on both sides of the street as time restriction during business hours with the exception for the Early Morning Parking restriction period between 2:00 a.m. and 5:00 a.m.
Williamson Avenue is an east/west collector road with a prima facie speed limit of twenty-five (25) miles per hour. The segment of Williamson Avenue, east and west of Woods Avenue, has a curb-to-curb roadway width of thirty-nine (39) feet with one lane of traffic in each direction. On-street parking is allowed on both sides of the street as time restriction during business hours with the exception for the Early Morning Parking restriction period between 2:00 a.m. and 5:00 a.m.
The area of the surrounding streets, as listed above, consists of commercial and industrial facilities (Fullerton Ford dealership and car repair businesses).
All business owners and tenants affected by the proposed change were notified by mail of the meeting. At the time of writing this report, staff had received no opposition to the proposal.
Fullerton Police Department (FPD) was consulted about the temporary parking permit and are in support of program. FPD will also be able to cite offenders with the condition that signs are posted and that hangtags are utilized.
If recommended by the Transportation & Circulation Commissioners and approved by City Council, time restricting parking will be lifted and a temporary park permit program will be established with requirements such as limitations of the permit, fee schedule, and a yearly renewal procedure (dependent upon active construction).
Based on parking hardship, the City Traffic Engineer is recommending approving the request to rescind all time-restricted parking restrictions along the east and west side of Woods Avenue between Commonwealth Avenue and Williamson Avenue, on the north side of Williamson Avenue between Woods Avenue and approximately 300’ west; and also concur with the City Traffic Engineer’s recommendation for the creation of a temporary parking permit program.

Subject: RE: [EXTERNAL MAIL]Fullerton Ford's Parking and Construction Expansion Plans Attachments: Ford Temporary Parking.pdf
Hi Alex,
Pleasure meeting the Ford team as well. We reviewed the temporary parking request and below is a path forward.
1. Rescind existing parking restrictions fronting the properties (see below). This will required approval from our Transportation and Circulation Commission (TCC) and City Council. Please advise if this is your intention and staff can start preparing an item for the October TCC meeting.
2. Establish a temporary parking permit for on-street parking fronting your properties. This can be accomplished administratively, so we would coordinate with your team on the restricted use (ie. time of day, days of the week, etc.), hand-tags, and renewal process. In parallel, we will draft an agreement to document the temporary arrangement, including provisions to renew the permit and terminate if needed.
a. NOTE, street sweeping parking restriction will supersedes the temporary permit parking restriction.
3. Execute removal of existing signs/restrictions and installation of new signs/restrictions (including delivery of permit/hang-tags). The easiest (any possibly cheapest) option is for the City to complete the install and order the permits and seek reimbursement from Ford. Another option is for Ford to apply for an encroachment permit to complete the work via third-party contractor. Please advise on which option you prefer.

Subject: [EXTERNAL MAIL]Fullerton Ford's Parking and Construction Expansion Plans
Hello, Chris, Sunayana and Stephen,
It was a pleasure meeting with your team yesterday to discuss Fullerton Ford’s upcoming development plans.
As Neal mentioned, Fullerton Ford has both short-term and long-term goals for the coming years. Our immediate priority is addressing customer and employee parking. Based on our discussion, the objective is to develop a temporary solution that will increase available parking. We are also requesting restrictions on parking spaces on or near Fullerton Ford’s property to reserve them for Fullerton Ford’s customers and employees.
We will provide parking hang tags or stickers for the more than 75 Fullerton Ford employees to identify their vehicles. We will also develop a process to identify customer vehicles and prevent them from being issued parking tickets.
Jennifer will provide a site map showing the proposed areas for temporary angled parking and the required parking signage.
Stephen, I understand you are leading the temporary parking plan review and mentioned there may be drawing fees and other associated costs. Once we submit the proposed parking plan, please let us know if there is any additional information needed from our team. Our goal is to implement these temporary parking changes as quickly as possible, and we will prioritize providing any information required to keep the process moving.
I also reviewed the City’s exterior signage requirements and believe we have the information needed to begin that process. We have reached out to several digital sign vendors and will proceed with the City of Fullerton review process once a signage plan is ready.
Sunayana, earlier this year we asked our broker to survey the area for potential relocation sites.
Here are the sites that we looked at:
1331 S Euclid St, Fullerton, CA 92832
1341 S Euclid St, Fullerton, CA 92832
1415 S Euclid St, Fullerton, CA 92832
1400 S Euclid St, Fullerton, CA 92832
The challenges we encountered were that these properties are owned by large companies and are unlikely to be available for purchase. We also struggled to identify a viable four-acre site in the area that would not require a You don't often get email from [email protected]. This email came from outside City of Fullerton. Do not open attachments, click on links, or respond unless you expected t 4 lengthy and costly CUP process. We apricate your search to see if there are changes to these sites or if you have other sites in mind.
I will track down the proposed renderings for site and get a copy sent over to your team.
Sunayana, please let us know when would be the best opportunity for Neal and Arlan to attend a City Council meeting to present Fullerton Ford’s parking plans, as well as its short-term and long-term goals, and answer any questions, as needed.
Neal, Arlan and Jennifer, please let me know if I missed any critical topics from the discussion.
We look forward to working with the City of Fullerton and hope to talk soon.
Thanks!!
