Planning Commission Regular Meeting
Council Chambers, 380 Civic Drive, Galt, California
GALT Thursday, April 14, 2022 6:00 p.m.
The meeting was called to order at 6:00 p.m. by Chair Denier. Commissioners present: Denier, Hood, Jones, Gerling, and Pratton.
Staff members present: Community Development Director Craig Hoffman, Attorney Anne Branham, Associate Planner Kristyn Bitz, and Assistant Planner Stacy Schafer.
Planning Commission held a moment of silence in remembrance of Bill Forrest. Staff Hoffman and Staff Bitz shared words in his honor.

4. INFORMATION/CONSENT CALENDAR
A. SUBJECT: Minutes of the March 10, 2022 Regular Meeting.
RECOMMENDATION: The Planning Commission approve the minutes of the March 10, 2022 Regular Meeting.
ACTION: Vice-Chair Hood motioned to approve the minutes of the March 10, 2022 Regular Meeting. Commissioner Jones second the motion. Motion passed by Chair Denier, Vice- Chair Hood, Commissioner Jones, Commissioner Gerling and Commissioner Pratton.
5. PUBLIC HEARINGS:
A. SUBJECT: 2021-2029 Housing Element Implementation - Residential Design Standards RECOMMENDATION: 1. Receive staff presentation; 2. Open public hearing to receive comments; 3. Upon closing the public hearing, recommend the Residential Design Standards be forwarded to the City Council for approval and incorporation into Chapter 18 of the Galt Municipal Code.
ACTION: Staff Hoffman presented.
Staff Bitz provided further detail on significance of these standards.
The Planning Commission discussed the importance and general procedures of design standards.
Staff advised that currently there are no design standards, and that establishing design standards are important in guiding projects in the direction the City wants.
Chair Denier opened the public hearing at 6:39, and there being no comments, closed the public hearing at 6:40.

Commissioner Jones motioned to continue the Residential Design Standards to the next regular Planning Commission meeting on Thursday, May 12, 2022. Commissioner Pratton second the motion. Motion passed by Chair Denier, Vice- Chair Hood, Commissioner Jones, Commissioner Gerling and Commissioner Pratton.
PUBLIC MEETING:
A. SUBJECT: Review of Development Projects and Growth in Galt RECOMMENDATION: Receive presentation
ACTION: Staff Hoffman presented.
Staff Bitz updated the Commission further on projected and current planning projects.
Staff Schafer updated the Commission on the status of building permits issuance.
B. SUBJECT: Get Involved Galt - Online Survey
RECOMMENDATION: Receive presentation
ACTION: Staff Hoffman presented.
Commissioners gave their approval of the community's involvement with the survey.
REGULAR CALENDAR:
None
COMMENTS BY STAFF/DIRECTORS REPORT
Staff advised that the Housing Element will be presented to City Council on May 3, 2022..
Once Council re-adopts the Housing Element, the document will be certified by the Department of Housing and Community Development.
Attorney Branham updated the Commission on jurisdictions within California that are pushing back against requirements of the new housing requirements. A cohort of charter cities in California have filed lawsuits, and additional lawsuits are expected from general law cities.
