Planning Commission Regular Meeting
Council Chambers, 380 Civic Drive, Galt, California
GALT Thursday, February 09, 2023 6:00 p.m.
The meeting was called to order at 6:00 p.m. by Chair Denier. Commissioners present: Denier, Hood, Gerling, and Rodriguez. Absent: Jones
Staff members present: Community Development Director Craig Hoffman, Attorney Anne Branham and Assistant Planner Stacy Schafer.
INFORMATION/CONSENT CALENDAR
A. SUBJECT: Election of Officers
RECOMMENDATION: Pursuant to Galt Municipal Code §2.70.060, election of a Planning Commission Chairman and Vice Chairman shall be conducted at the first regular meeting of The following year after a January 1st of each year.
ACTION: Commissioner Hood was nominated to Planning Commission Chair by Commissioner Gerling; approved unanimously. Commissioner Denier was nominated to Planning Commission Vice-Chair by Commissioner Gerling; approved unanimously.
B. SUBJECT: Minutes of the November 10, 2022 Regular Meeting.
RECOMMENDATION: The Planning Commission approve the minutes of the November 10, 2022 Regular Meeting.
ACTION: Vice-Chair Denier motioned to approve the minutes of the November 10, 2022 Regular Meeting with correction to page 2 acronym. Commissioner Gerling second the motion. Motion passed by Chair Hood, Vice-Chair Denier, Commissioner Gerling.
Commissioner Rodrigues abstained. Commissioner Jones absent.
PUBLIC MEETING:
A. SUBJECT: 2021-2029 Housing Element Site 18 Study Session RECOMMENDATION: 1) Receive a staff presentation; 2) Comments and questions from the Planning Commission; 3) Open public workshop and receive comments from the public; 4) Additional comments and questions from the Planning Commission; 5) Provide direction to staff and return on March 9 for a public hearing.
ACTION: Staff Hoffman presented.
Chair Hood opened the floor to Commissioners for questions or comments.
Commissioners took turns discussing the item with staff and Attorney Branham.

Chair Hood opened public comment, there being none closed public comment.
Commissioners advised staff to bring the item back as a Public Hearing at the next regular meeting.
B. SUBJECT: Housing Element Annual Progress Report for 2022 RECOMMENDATION: Review the Annual Housing Element Annual Progress Report for 2022 and recommend that the City Council direct staff to submit it to the Governor's Office of Planning and Research (OPR) and the Department of Housing and Community Development (HCD) in accordance with Government Code $65400.
ACTION: Staff Hoffman presented.
Chair Hood opened the floor for any comments or questions from the Commissioners.
Commissioners took turn discussing the item with staff.
Chair Hood opened public comment, there being none closed public comment.
Chair Hood motioned to recommend that the City Council direct staff to submit the Annual Housing Element Annual Progress Report for 2022 to the Governor's Office of Planning and Research (OPR) and the Department of Housing and Community Development (HCD) in accordance with Government Code §65400. Commissioner Gerling second the motion. Motion passed by Chair Hood, Vice-Chair Denier, Commissioner Gerling, and Commissioner Rodriguez.
Absent Commissioner Jones.

COMMENTS BY STAFF/DIRECTORS REPORT
Attorney Branham explained the Brown Act for new members and went over new Bills at the State level including; AB2011, AB2097, and AB2234.
Chair Hood welcomed new Commissioner Bonnie Rodriguez.
Vice-Chair Denier also welcomed Commissioner Rodriguez and took a moment to remind everyone February is National Heart Month and to stay healthy.
