Planning Commission Regular Meeting

GALT Thursday, May 11, 2023 6:00 p.m.
The meeting was called to order at 6:00 p.m. by Chair Hood. Commissioners present: Hood, Jones, Gerling, and Rodriguez. Absent: Vice-Chair Denier
Staff members present: Community Development Director Craig Hoffman, Deputy Public Works Director John Griffin, Attorney Anne Branham and Assistant Planner Stacy Schafer.
INFORMATION/CONSENT CALENDAR
A. SUBJECT: Minutes of the April 13, 2023 Regular Meeting.
RECOMMENDATION: The Planning Commission approve the minutes of the April 13, 2023 Regular Meeting.
ACTION: Commissioner Jones motioned to approve the minutes of the April 13, 2023 Regular Meeting. Commissioner Gerling second the motion. Motion passed by Chair Hood, Commissioner Jones, Commissioner Gerling, and Commissioner Rodriguez
PUBLIC HEARING:
A. SUBJECT: Walmart Conditional Use Permit Modification and Building Expansion RECOMMENDATION: 1) Receive a staff presentation; 2) Open the public hearing and receive comments from the public; 4) Close public hearing and; 5) Upon closing the public hearing, continue item to the June 8, 2023 Planning Commission meeting.
CEQA: A Notice of Determination (NOD) for Galt Walmart's EIR (SCH 2008042024) will be determined a future public hearing.
ACTION: Staff Hoffman advised with no public present there is no presentation.
Commissioners voted unanimously to continue the item the next regular meeting.
PUBLIC MEETING:
A. SUBJECT: 2022-2024 Capital Improvement
RECOMMENDATION: 1) Receive a staff presentation; 2); Comments and questions from the lanning Commission; Open the Public Hearing; the Planning Commission adopt a resolutio inding that those proiects planned for implementation in Fiscal Year 2023-2024 within the 2022-2027 Capital Improvement Program (CIP) of the City of Galt are consistent with the adopted City of Galt General Plan.
CEQA: Section 15378(b)(4) of the CEQA Guidelines states that "the creation of government City of Galt Planning Commission Minutes Page 2 of 2

funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant impact on the environment" do not constitute a project under CEQA.
ACTION: Staff Hoffman presented.
Staff Griffin presented additional project detail pertaining to the item.
Planning Commissioners took turns discussing the item with staff.
No public comment.
Commissioner Jones motioned to adopt a resolution finding that those projects planned for implementation in Fiscal Year 2023-2024 within the 2022-2027 Capital Improvement Program (CIP) of the City of Galt are consistent with the adopted City of Galt General Plan with correction to dates listed on the Resolution. Commissioner Gerling second the motion. Motion passed by Chair Hood, Commissioner Jones, Commissioner Gerling, and Commissioner Rodriguez.

COMMENTS BY STAFF/DIRECTORS REPORT
Staff Hoffman updated Commissioners on current projects throughout the City, the recent meeting discussion from the Galt Historical Preservation Committee, and what to expect for the upcoming meetings.
COMMENTS BY PLANNING COMMISSION MEMBER/FUTURE AGENDA ITEMS Commissioner Rodriguez advised staff the high school may want to cover their field prior to construction starting. Also, the stamped circle on Amador has caused some driving issues in the area with citizens not sure how to interpret the signage.
