Planning Commission Meeting

GALT Thursday, May 8, 2025 6:00 p.m.
Chair Denier called the meeting to order at 6:00 p.m. The Commissioners present were Denier, Gerling, Johnson, and Jackson. Absent: Commissioner Jones.
Staff members present: Senior Planner Kristyn Bitz, Associate Planner Stacy Schafer, Deputy Public Works Director Trung Trinh, and Attorney Olivia Clark
INFORMATION/CONSENT CALENDAR
A. SUBJECT: Minutes of the April 10, 2025 Regular Meeting.
RECOMMENDATION: The Planning Commission approve the minutes of the April 10, 2025, Regular Meeting.
ACTION: Commissioner Johnson motioned to approve the minutes of the April 10, 2025 Regular Meeting. Commissioner Jackson seconded the motion. The motion was passed by Chair Denier, Commissioner Gerling, Commissioner Johnson, and Commissioner Jackson.
PUBLIC MEETING:
A. SUBJECT: 2025-2026 Capital Improvement Program General Plan Consistency RECOMMENDATION: 1) Receive a presentation from staff; 2) Open the public hearing to receive comments from the public and Planning Commission and; 3) Adopt a resolution finding that those projects planned for implementation in Fiscal Year 2025-2026 within the 2023-2028 Capital Improvement Program (CIP) of the City of Galt are consistent with the adopted City of Galt General Plan.
CEQA: Section 15378(b)(4) of the CEQA Guidelines states that "the creation of government funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant impact on the environment" do not constitute a project under CEQA.
ACTION: Staff Bitz introduced Deputy Public Works Director Trung Trinh.
Staff Trinh presented.
Commissioners asked questions of staff.
There was no public comment.
Chair Denier motioned to adopt a resolution finding that those projects planned for implementation in Fiscal Year 2025-2026 within the 2023-2028 Capital Improvement Program (CIP) of the City of Galt are consistent with the adopted City of Galt General Plan. COMMENTS BY STAFF/DIRECTORS REPORT:
Staff Bitz provided the Commission with an update on the status of residential projects under onstruction and on the status of future projects. She also provided information on Plannin Commissioner training options.
Staff Bitz advised the Commission that the Building Division has issued 115 residential house ermits for the calendar year, as well as what Commissioners can expect to see at the upcomins lanning commission meetings
