Planning Commission Meeting
Council Chambers, 380 Civic Drive, Galt, California
GALTI Thursday, December 11, 2025, 6:00 p.m.
Chair Denier called the meeting to order at 6:00 p.m. The Commissioners present were Denier, Gerling, Jackson, Johnson, and Jones.
Staff members present: Community Development Director Jenny Carloni, Interim Public Works Director Trung Trinh, Attorney Olivia Clark, and Associate Planner Stacy Schafer.
INFORMATION/CONSENT CALENDAR
A. SUBJECT: Minutes of the November 13, 2025, Regular Meeting.
RECOMMENDATION: The Planning Commission approve the minutes of the November 13, 2025, Regular Meeting.
ACTION: Vice-Chair Jones motioned to approve the minutes of the November 13, 2025 Regular Meeting. Commissioner Johnson seconded the motion. The motion was passed by Chair Denier, Vice-Chair Jones, Commissioner Gerling, Commissioner Jackson, and Commissioner Johnson.
PUBLIC HEARING:
A. SUBJECT: Spaans Drive Apartments Conditional Use Permit and Design Review Public Hearing
RECOMMENDATION: 1) Receive a presentation; 2) Open the public hearing to receive comments; 3) Consider a resolution approving a Conditional Use Permit (CUP) for a multi-family residential use on Spaans Drive in the commercial zone, subject to conditions of approval and; 4) Consider a resolution approving Design Review (Project Architecture) for the Spaans Drive Apartments.
CEQA: The project is categorically exempt from environmental review under the California Environmental Quality Act (CEQA), pursuant to Section 15332 of the CEQA Guidelines applicable to Infill Development Projects.
ACTION: Staff Schafer introduced the item.
Commissioner Gerling recused himself due to owning a building next to the project site.
Staff Schafer presented.
Chair Denier opened the public hearing.
Kevin Van Steenberge of Lodi Iron Works expressed concern to the Commission about odor generated by the iron plant.

Daniel Gerling informed the Commission of his project concerns including traffic and pedestrian safety, odor and noise from the iron plant to the south, general parking for the existing Spaans Drive businesses, and the apartment building height compared to surrounding uses.
Chair Denier closed public hearing.
Staff Schafer introduced the applicant and property owner Russel Bowers.
Commissioners asked questions of the Applicant and staff.
Vice-Chair Jones motioned for approval of the Spaans Drive Apartments Conditional Use Permit and Design Review.
Motion seconded by Chair Denier: Motion carried 4-0.

COMMENTS BY PLANNING COMMISSION MEMBER/FUTURE AGENDA ITEMS:
Vice-Chair Jones requested a workshop for the design review guidelines update prior to it being brought to City Council.
COMMENTS BY STAFF/DIRECTORS REPORT:
Staff Carloni advised what is expected for the Planning Commission for the next regular meeting and beginning of 2026.
