4. CHANGES TO THE ORDER OF AGENDA: Remove item number 2
5. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the Parks and Recreation Commission on non-agenda items. The public comments section is for the Parks and Recreation Commission to receive comments; except for brief response to questions, no discussion or action may be taken on any item that is not listed on the agenda. Please limit comments to a maximum of five (5) minutes. Please fill out a speaker sheet located on the table inside the entrances to the council chambers and forward the completed speaker sheet to the commission secretary. Please state your name and city of residence prior to making your comments.

6. ACCEPTANCE OF MINUTES
a. Minutes of the meeting of November 12, 2025
• Commissioner Graham made a motion to accept the minutes of the November 12, 2025 meeting with the correction to item number 3 • Commissioner Brossman made a second to the motion to accept the November 12, 2025 minutes with the correction to item number 3 • All present in favor, minutes accepted
7. PRESENTATIONS
a. Activity Guide
• Director Solis presented the Parks and Recreation Activity guide and answered commissioners’ questions

• Public Comment – Bob Wilson would like the commission to consider having complimentary advertising space in the activity guide for non-profits
8. NEW BUSINESS
a. Election of Chairperson
• Commissioner Brossman nominated Commissioner Graham for Chairperson
• Commissioner Smith Seconded the nomination.
• All present in favor, Commissioner Graham was elected Chairperson
b. Election of Vice Chairperson
• Commissioner Graham nominated Commissioner Stahmer
• Commissioner Brossman seconded the nomination
• All present in favor, Commissioner Stahmer was elected Vice Chairperson
9. OLD BUSINESS
a. Revenue and Expenses for the Galt Market and Saturday Market • Director Solis presented Galt Market and Saturday Market revenue and expenses and answered Commissioners questions
b. Last Price increase for Market vendors
• Director Solis stated he will send information regarding the last increase for market vendors out to Commissioners
c. Project Updates
• Master Plan
• Director Solis explained that the master plan that was presented to us does not meet our needs and has been sent back with many notes and concerns. Due to this delay he did not have a draft to be presented. He stated that this Master Plan will be the footprint for the next 10 years and he will not accept something that is mediocre
• Skate Park
• Director Solis presented Skate Park project updates and answered Commissioner questions
• Slide
• Director Solis presented Slide Project updates and answered Commissioner questions
• Walker Park
• Director Solis presented Walker Park Project updates and answered Commissioner questions

• Director Solis debriefed the ribbon cutting for the new play structure at Sports Complex

• Commissioner Brossman complimented staff on their efforts to clean out storm drains; asked what staff is doing to get in front of the anticipated weeds for spring; and inquired about Measure Q signs
c. Commissioner Graham
• Commissioner Graham thanked Deputy Director Garcia for the work she has done and thanked Park Staff for doing their job d. Commissioner Smith

e. Commissioner Stahmer
• Commissioner Stahmer inquired about flooding at the new Sports Complex Park
