INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: William E. Murray
Dept:

City Manager Dept: Public Works
Date: 4/23/2024

Subject: Rejection of all bids and authorization to re-advertise Project IFB No. S-1322 Replacement of Four HVAC Package Units at the Courtyard Center. (Action Item)

OBJECTIVE

Obtain City Council approval to reject all bids received for the replacement of four (4) Heating, Ventilation and Air Conditioning (HVAC) package units at the Courtyard Center, IFB No. S - 1322, and authorize re-advertisement.

BACKGROUND

The Public Works Department Building Maintenance Division is responsible for repair and maintenance of city buildings. Presently, the Courtyard Center has four (4) HVAC package units that have exceeded their useful lifecycle and meet the City’s guidelines for replacement, as outlined in the City’s Facilities Condition Assessment (FCA). Public Works recently completed the formal bid process for replacement of those units, IFB No. S-1322.

DISCUSSION

Specifications were prepared and sent to prospective bidders. In response to the prescribed bidding procedures, six bids were received and the results indicated that Harbor Pointe was the lowest qualified bidder. However, one of the six bidders protested t he results, claiming the specifications were unclear regarding integration with the City’s Siemens Energy Management System (EMS). After further evaluation and advice from the City Attorney and Finance Department, it is staff’s recommendation that all six bids be rejected and Public Works re-bid the project.

FINANCIAL IMPACT

There is no financial impact to reject the bids.

RECOMMENDATION

It is recommended that City Council:
• Reject the bids received for IFB No. S-1322; and
