Subject: Approval of a Cooperative Agreement with the Orange County Transporation Authority for the Harbor Boulevard Innovative Corridor Project. (Action Item)
OBJECTIVE
For the City Council to approve a Cooperative Agreement with the Orange County Transportation Authority (OCTA) for the Harbor Boulevard Innovative Corridor Project.
BACKGROUND
OCTA’s Board of Directors authorized the acceptance of a Strengthening Mobility and Revolutionizing Transportation (SMART) Grant and a Regional Early Action Planning (REAP
2.0) Grant to fund the evaluation, study, and implementation of transit priority and technology enhancements of the signalized intersections along Harbor Boulevard from the Santa Ana Bus Base to the Fullerton Transportation Center (Exhibit A).
DISCUSSION
The project will utilize advanced transportation and connected cloud-based vehicle technology to improve bus operations, bicycle and pedestrian safety at signalized intersections, and travel experience along Harbor Boulevard.
The project aims to reduce the number and severity of traffic crashes and increase driver, passenger, bicycle, and pedestrian safety by implementing and leveraging existing advanced transportation solutions. Agencies will be able to make more informed decisions through the proposed smart technology solutions integrated with the crowdsourced and connected data.
The project will also include traffic signal equipment upgrades and update the traffic signal synchronization timing along Harbor Boulevard.
As one of the participating agencies, the City is responsible to provide all current intersection as-built drawings, controller assembly plans, and other traffic signal related plan documents and data to OCTA upon request. All permit related fees for the project shall be waived, and the City is responsible for all field inspections within the City’s jurisdiction. The City is also responsible for the continued operations and maintenance of the project and its elements upon project completion.
