Date: 6/11/2024

Subject: Award a contract to Cabco Yellow, Inc. for the Senior Mobility Program Transportation Services. (Cost: $240,000) (Action Item)

OBJECTIVE

For the City Council to award a contract to Cabco Yellow Inc., to provide transportation services for the H. Louis Lake Senior Center Mobility Program (SMP).

BACKGROUND

Since 2009, the City of Garden Grove has provided transportation services for the SMP at the H. Louis Lake Senior Center. The City’s SMP is funded by the Orange County Transportation Authority (OCTA) and Meals on Wheels Orange County (MoWOC). The current agreement for transportation services will expire on June 30, 2024.

DISCUSSION

On March 19, 2024, the City released a Request for Proposal (RFP) to solicit proposals from local transportation companies interested in providing transportation services for the City’s SMP. On April 17, 2024, the City received one qualified proposal in response to the RFP.

The Source Selection Committee (SSC) reviewed the proposal and submitted scores high enough to justify that Cabco Yellow Inc., is a competent company for this contract.

The SSC recommends awarding the contract to Cabco Yellow Inc. based on being a qualified proposer with several years of experience providing transportation services for the City’s SMP, as well as for several cities with similar programs, and having a profuse understanding of the program clients and program needs.

FINANCIAL IMPACT

Funding for the City’s SMP will continue to be split fund ed by the City, OCTA and MoWOC .

OCTA will provide funding through June 2026. The annual grant amount for Fiscal Year 2024/25 is $225,000, based on estimated M2 tax funds allocated for this program. MoWOC will provide annual grant funding in the amount of $15,000. The total available funding for the City’s SMP for Fiscal Year 2024/25 is $240,000. The City is required to provide a twenty Item No. 242/2024

(20) percent match as part of the agreement with OCTA, which is an estimated total amount of $45,000 for Fiscal Year 2024/25 that can be an in-kind or financial match. The City’s match will consist of in-kind staff services for the coordination and management of the City’s SMP, and is currently budgeted in the General Fund.

RECOMMENDATION

It is recommended that the City Council:

• Award a contract to Cabco Yellow Inc., to provide transportation services for the City’s Senior Mobility Program at the H. Louis Lake Senior Center, in the amount not to exceed $240,000 for Fiscal Year 2024-25; and
• Authorize the City Manager to execute the contract on behalf of the City, including making minor modifications as appropriate and necessary.
