Subject: Award a contract to Southland Roofing, Inc. for roof replacement at the Chapman Branch Library located at 9182 Chapman Avenue, Garden Grove. (Cost: $116,000) (Action Item)
OBJECTIVE
For the City Council to award a Contract to Southland Roofing, Inc. to replace the roof at the Chapman Branch Library located at 9182 Chapman Avenue, Garden Grove.
BACKGROUND
The Public Works Department Facilities Division is responsible for maintenance of City buildings. In 2019, the City contracted with a consultant to perform a comprehensive Facilities Condition Assessment (FCA) of City owned buildings. The FCA includes forecasts on the useful lifecycle and costs of building maintenance needs, and replacement of major assets inside each building. Additionally, the assessment captured current building deficiencies and categorizes them by categories includi ng Safety, Performanc e/Integrity, Accessibility, Environmental, Retrofit/Adaptation and Lifecycle/Renewal. Priorities are determined within each of these categories.
DISCUSSION
Based on the FCA, building maintenance projects were established in our five -year Capital Improvement Plan (CIP). The Fiscal Year 2023-24 CIP includes the replacement of the roof at the Chapman Branch Library . The roof has reached the end of its useful service life and replacement is deemed necessary.
Specifications were generated and submitted for bid (IFB S-1330). Results shown reflect the four (4) lowest bids.

FINANCIAL IMPACT
The cost for replacing the roof at the Chapman Branch Library in the amount of $116,000 is included in the FY 2023-24 CIP, and funded from the Building Rehabilitation internal service fund. No additional appropriation is needed.
RECOMMENDATION
It is recommended that the City Council:
• Award a contract to Southland Roofing, Inc. in the amount of $116,000 for the replacement of the roof at the Chapman Branch Library located at 9182 Chapman Avenue, Garden Grove; and
• Authorize the City Manager to sign the agreement on behalf of the City, and to make minor modifications as appropriate.
