Date: 6/25/2024
Subject: Approval of Amendment No. 2 to the Agreement with Community Veterinary Hospital for Emergency Care Services. (Cost: $70,000) (Action Item)
OBJECTIVE
To request City Council approval of Amendment No. 2 of the agreement with Community Veterinary Hospital for emergency care services.
BACKGROUND
During the establishment of the Animal Care Services Program in 2016, agreements were developed with two local veterinary hospitals for emergency animal care. Hours of operations for Community Veterinary Hospital are typically Monday through Friday, from 8:00 a.m. to 6:00 p.m. Any calls requiring emergency care outside these hours are treated at the Orange County Emergency Pet Clinic, which only operates during nights, weekends, and holidays.
DISCUSSION
Community Veterinary Hospital provides the following essential services: emergency, critical, and supportive care for sick and injured animals of all types brought in by Animal Control Officers and local residents. On many occasions, rapid treatment and stabilization is crucial to help alleviate pain and suffering for animals in need of immediate medical care. With Community Veterinary Hospital being centrally located within the City, and only 1.1 mile s from the Public Works Department, animals are able to get the proper care and treatment in a quick and humane manner which can be lifesaving, and in turn - allowing for Animal Control Officers to handle and service more animal control related calls within the Ci ty throughout the day.
Moreover, a recent multi-year agreement was established with Co mmunity Veterinary Services in August 2023. This new agreement was set for a not to exceed price of $50,000 annually, however, veterinary services costs have increased substan tially over the last few years. The initial veterinary intake cost was $100.00 in 2017, and this cost is now $250.00.
Staff is therefore requesting for City Council to increase the total not to exceed annual compensation for subject contract, from $50,000 to $70,000 for Fiscal Year 2023 -24 and Fiscal Year 2024-25.
Item 273/2024
FINANCIAL IMPACT
There is no impact to the General Fund. Funds to cover this annual increase will be covered through the existing Public Works’ FY2023-24 and FY2024-25 operational budget.
RECOMMENDATION
It is recommended that the City Council:
• Authorize an increase of the not to exceed compensation with Community Veterinary Hospital, from $50,000 to $70,000 for Fiscal Years 2023-24 and 2024-25; • Approve Amendment No. 2 of the agreement with Community Veterinary Hospital; and • Authorize the City Manager to execute Amendment No. 2 and make mino r modifications thereto.
