INTER-DEPARTMENT MEMORANDUM
To:
Lisa L. Kim From: Chief El-Farra
Dept:
City Manager Dept: Police
Date: 7/9/2024
Subject: Approval of an Amendment to the Agreement with Axon Enterprise, Inc. for the Flock Safety integration and installation of new In-Car Video System (IVS) equipment. (Cost: $65,000) (Action Item)
OBJECTIVE
To obtain City Council approval to amend the existing agreement with Axon Enterprise, Inc. (Axon) for Flock Safety automated license plate reader (ALPR) integration, and approve funds for the installation of new IVS equipment.
BACKGROUND
In 2019, the Police Department entered into a five-year agreement with Axon for a body worn camera (BWC) and in-car video system (IVS). In 2021, that contract was terminated and the City entered into a new five-year agreement with Axon that included BWC, IVS, CAD, RMS, and interview rooms. The new agreement included a free upgrade to the Fleet 3 In-Car Video System during year four of the agreement, which is now. However, the installation costs were not accounted for at that time.
DISCUSSION
In September 2023, the City entered into an agreement with Flock Safety for mostly fixed- location ALPR technology. The agreement was amended in February, 2024, adding more camera locations and utilizing grant funds awarded to the City through the California Board of State and Community Corrections (BSCC) Organized Retail Theft Prevention Program (ORT-P). The first group of cameras were installed in early 2024 and the program has been a resounding success thus far. For example, auto theft has decreased by 13.6% and stolen vehicle recoveries have increased by 18.2%; the value of vehicles recovered to date is more than $800,000.
Axon Fleet 3 IVS cameras have ALPR capabilities that offer, for an additional cost, seamless data integration with the Department’s existing Flock Safety services. Adding this license option to 55 patrol vehicles will only improve the ALPR program’s already impressive success rate.
Item 294/2024
The existing agreement with Axon acts as a master agreement governing “…all subsequent purchases by Agency for the same Axon products and services in the Quote, and all such subsequent quotes accepted by Agency shall also be incorporated into this Agreement by reference as a Quote.” Therefore, no amendment is required for Fleet 3 installation services. The ALPR licenses, however, are not in the existing agreement and will be addressed in this amendment.
FINANCIAL IMPACT
Axon Fleet 3 installation costs of $65,000 are included in the adopted FY 2024-25 budget.
The ALPR license fees will be funded by grant funds from the BSCC ORT-P in the amount of $100,000 through December 31, 2026, the end of the grant performance period. The cost is broken down as follows: FY2024-25: $40,000; FY2025-26: $40,000; FY2026-27: $20,000.
Funding for the second half of FY2026-27 and thereafter will be addressed in the next two- year budget cycle.
RECOMMENDATION
It is recommended that the City Council:
• Approve the Amendment to the Agreement with Axon Enterprise, Inc.;
• Authorize the City Manager to execute the agreement, and make minor modifications as appropriate thereto; and
• Authorize the City Manager or designee to execute future amendments to the contract, including the authorization to enter into options years, providing sufficient funds are available.
