INTER-DEPARTMENT MEMORANDUM
To:
Lisa L. Kim From: Chief El-Farra
Dept:
City Manager Dept: Police
Date: 7/9/2024
Subject: Approval of an agreement with Crossroads Software, Inc. for electronic citation and related software. (Cost: $121,000) (Action Item)
OBJECTIVE
To obtain City Council approval to enter into a five-year agreement with Crossroads Software, Inc. (Crossroads) to provide electronic citation (e -cite) and related software for the Police Department.
BACKGROUND
In early 2014, the Superior Court of Orange County (OCSC) notified all Orange County police agencies that the Court would no longer enter data from paper-based traffic citations, forcing a transition to e-cites. The Court chose Brazos Technology (now Tyler Technologies) to provide software and hardware, and partnered with joint powers authority Integrated Law and Justice Agency of Orange County (ILJAOC) to facilitate the implementation. The City approved a Letter of Commitment with ILJAOC in April 2014.
DISCUSSION
In the years since implementation, Tyler Technologies’ customer service has deteriorated so significantly that all but a handful of Orange County agencies have transitioned to Crossroads in recent years. For Garden Grove, this has meant unresolved technical issues, internal report formatting errors and a complex interface that is cumbersome and inefficient for the user.
Currently, Tyler Technologies and Crossroads Software, Inc. offer the only OCSC -approved software for e-cites, and both vendors’ products include electronic traffic collision reporting software. The Police Department did not wish to be “locked in” to another year -long commitment with Tyler Technologies if a better solution was available, so officers contacted other agencies for feedback and also attended a Crossroads product demonstration. They were impressed with the system’s features and capabilities and noted that it was very user friendly. The City’s Traffic Engineering division also uses Crossroads software for its traffic analytics, which would mean seamless integration and analysis of collision and citation data between departments.
Item 295/2024
Based on this and the testimonials provided by users from multiple Orange County law enforcement agencies, the Police Department recommends moving to Crossroads for its e- cite and related software.
Pursuant to Garden Grove Municipal Code section 2.50.060(C), and based upon the Police Department’s recommendation, the City Manager has determined that the commodity can be obtained from only one vendor and approved to dispense with the bidding requirements.
FINANCIAL IMPACT
Funding for this agreement is included in the adopted FY 20 24-25 Police Department’s operating budget in the General Fund.
RECOMMENDATION
It is recommended that the City Council:
• Approve the Agreement with Crossroads Software, Inc. to provide electronic citation and related software for the police department in the amount of $121,000; • Authorize the City Manager to execute the agreement, and make minor modifications as appropriate thereto; and
• Authorize the City Manager , or designee(s) , to execute future amendments to the contract, including the authorization to enter into options years, providing sufficient funds are available.
