Subject: Consideration of a written request from Disneyland Resort to conduct the 2025 Disneyland Half Marathon on Sunday, February 2, 2025. (Action Item)

OBJECTIVE

To transmit a written request on behalf of Disneyland Resort to conduct the 2025 Disneyland Half Marathon on Sunday, February 2, 2025.

BACKGROUND

On June 23, 2015, the City of Garden Grove approved a three -year Agreement with Disney Sports Attractions to use city streets to conduct the annual Avengers and Star Wars Half Marathon events. The two runDisney events began at the Disneyland Resort encompassing various streets in Anaheim and Garden Grove. The course route affected streets in the vicinity of Harbor Boulevard, Garden Grove Boulevard, Main Street, Euclid Street, and Chapman Avenue. Due to the Disneyland Park renovations, the Half Marathon even ts came to a halt after the 2017 Half Marathon events.

DISCUSSION

Staff received a written proposal from the Disneyland Resort to conduct the 2025 Disneyland Half Marathon event on Sunday, February 2, 2025. The proposed route would mimic the very popular Star Wars Half Marathon route that was used in 2015, 2016, and 2017. Attached to the proposal is the preliminary proposed route that outlines the city streets that will be used to conduct this event, which would include full and partial street closures for a limited period of time beginning at 3:00 a.m. to approximately 9:00 a.m. The final route will be determined in partnership with the City of Garden Grove Police and Public Works Departments and will ensure maximum exposure to the City, the safest route for runners, and the least possible impact for residents and businesses.

If the proposal is approved, staff will prepare a formal agreement between the City and Disneyland Resort. The agreement will include the following provisions:

• Disneyland Resort will reimburse the City for all of the City’s costs attributable to the operation of the half marathon event.

• Disneyland Resort will be responsible for notifying residents and businesses regarding the roads that will experience closures, as well as the hours for these closures. • Disneyland Resort is responsible for removal o f trash along the route of the half marathon event.
• Disneyland Resort and its contractors and vendors must comply with insurance requirements, including designation of the City of Garden Grove as an additional insured on the insurance policies.

FINANCIAL IMPACT

Approval of the proposed 2025 Disneyland Half Marathon will not have a financial impact to the City. Disneyland Resort would be required to reimburse the City for all direct costs incurred in support of the half marathon event.

RECOMMENDATION

It is recommended that the City Council:

• Consider the written proposal from Disneyland Resort to conduct the 2025 Disneyland Half Marathon on Sunday, February 2, 2025; and

• If the 2025 Disneyland Half Marathon proposal is approved, authorize the City Manager to prepare and execute a formal agreement between the City and Disneyland Resort for use of city streets to conduct the half marathon event.
