Subject: Approval of a Cooperative Agreement with the City of Stanton for the rehabilitation of Fern Street from Garden Grove Boulevard to Stanford Avenue. (Action Item)
OBJECTIVE
For City Council to approve the Cooperative Agreement between the City of Garden Grove and the City of Stanton for the rehabilitation of Fern Street from Garden Grove Boulevard to Stanford Avenue and to authorize the City Manager to execute the Agreement.
BACKGROUND
The City of Garden Grove prepared a street rehabilitation project for various residential streets that encompasses streets within the bounds of Lampson Avenue on the north, Dale Street on the east, Garden Grove Boulevard on the south, and Fern Street on the west.
Although the vast majority of the project lies within the City of Garden Grove, the City of Stanton owns one half of Fern Street within the limits of the project. Consequently, the City of Garden Grove has offered to improve the City of Stanton’s p ortion. The City of Stanton desires to have the City of Garden Grove construct the portion of Fern Street that lies within the Stanton City limits. The Cities agreed upon language for a cooperative agreement and Stanton’s City Council approved it on June 25, 2024. The City of Garden Grove is serving as lead agency.
DISCUSSION
The City of Stanton staff has reviewed the plans, specifications, and construction estimate of the project and verified the work located within Stanton’s portion. The project cost for City of Stanton’s portion of Fern Street is estimated at $120,478.
The proposed Agreement allows for the City of Garden Grove to construct the proposed improvements within the City of Stanton and to invoice them for the work performed.

FINANCIAL IMPACT
There will be no financial impact to the General Fund. This improvement is included in the FY 2024-25 Capital Improvement Budget and is funded by Gas Tax (SB1) and Community Development Block Grant funding.
RECOMMENDATION
It is recommended that the City Council:
• Approve the Cooperative Agreement with the City of Stanton for the rehabilitation of Fern Street from Garden Grove Boulevard to Stanford Avenue; and
• Authorize the City Manager to execute the agreement, and make minor modifications as appropriate thereto, on behalf of the City.
