BACKGROUND
On May 1, 1968, the City of Garden Grove and the County of Orange entered into thirty (30) year Facility Lease Agreements for the use of the Tibor Rubin and Chapman library facilities.

On March 16, 1999, the City of Garden Grove entered into a 10-year lease agreement with the County for continued use of the City library facilities rent -free. In January 2010, the City once again entered into an 8-year lease agreement with the County for continued use of the City library facilities rent- free. This lease agreement expired on July 3 1, 2018. Since 2018, the County has operated the Tibor Rubin and Chapman branch libraries under the same terms on a month to month basis.
