Subject: Approval of a contract with Select Electric, Inc., for emergency repair services at the Medal of Honor Bike and Pedestrian Trail (Cost: $65,544.02) (Action Item)
OBJECTIVE
For the City Council to approve a contract with Select Electric, Inc. for emergency repair services to the electrical systems for the Medal of Honor Bike and Pedestrian Trail.
BACKGROUND
The Real Property Division was notified of critical maintenance issues affecting the City’s Medal of Honor Bike and Pedestrian Trail. The trail begins from Nelson Street, south of Stanford Avenue, with a terminus located on Brookhurst Street, east of Bixby Avenue. On June 20, 2024, all overhead lighting throughout the entire trail had become non-operational due to extensive damage from removal of copper wiring and protective pull boxes. Select Electric was the first available contractor to respond and assess the situation. This situation posed significant safety risks, particularly during nighttime use, as the trail is non-gated and remained accessible to the public. Complaints regarding safety concerns related to nearby unhoused individuals further underscored the urgency to restore adequate lighting for public safety.
DISCUSSION
Select Electric conducted an initial investigation and confirmed the extent of the damage to all four (4) segments, and began repairs promptly. Due to the emergency state of elec trical repair work required, staff requested an exemption to the bidding procedures pursuant to Garden Grove Municipal Code Section 2.50.060 (B), subject to Garden Grove Municipal Code Section 2.50.070 (B) (Emergency Purchase Justification) and proceeded w ith the repair services in excess of $25,000. The electrical repair work was completed on July, 8 2024. The cost breakdown is as follows:

FINANCIAL IMPACT
No additional funding is required. Funding for the emergency repair services was available in the Economic Development operational budget in FY 23-24.
RECOMMENDATION
It is recommended that the City Council:
Approve the bidding requirement to be dispensed with pursuant to Garden Grove Municipal Code Sections 2.50.060 (B) and 2.50.070 (B);
Approve a contract with Select Electric, Inc. in the amount of $65,544.02; and Authorize the City Manager, or designee(s) to execute the contract referenced above, and make minor modifications as appropriate thereto, on behalf of the City.
