INTER-DEPARTMENT MEMORANDUM
To:
Lisa L. Kim From: John Montanchez
Dept:
City Manager Dept: Community Services
Date: 8/13/2024
Subject: Approval of an agreement with Blue Violet Networks LLC for installation of a new security camera system at the Community Meeting Center, Senior Center, Magnolia Park Family Resource Center, and Buena Clinton Family Center. (Cost: $158,015.19)(Action Item)
OBJECTIVE
To obtain City Council approval of an agreement with Blue Violet Networks LLC (BVN) to purchase and install a new security camera system which includes; a 200TB server, a combined total of twenty-eight (28) interior and exterior security cameras for the Community Meeting Center, Senior Center, and Buena Clinton Youth and Family Center and exterior cameras for the Magnolia Park Family Resource Center.
BACKGROUND
As part of the Community Services goal, to continually provide a safe environment for the residents of Garden Grove as well as City staff, the department is in need of an upgrade to the current security camera system. Currently the Community Services Department has security cameras at the Community Meeting Center, Senior Center, and Buena Clinton Youth and Family Center. These camera systems have been in place for over 7 to 14 years and as a result, have very poor video quality or have stopped working altogether. Magnolia Park Family Resource Center does not currently have any cameras.
In May of 2021, the Police Department performed a Request for Proposal (RFP S-1276-A) and found that of 11 different companies, BVN was rated the highest in qualifications and had the ability to provide the nece ssary professional services to perform a similar security camera project for the Garden Grove jail facility.
DISCUSSION
In an effort to create a city -wide standard for security camera equipment, software, and surveillance access, Community Services sta ff were recommended by the City’s IT Department to obtain a quote from BVN for the replacement and additional security cameras at the aforementioned facilities.
Item 306/2024
In addition to the improved security and safety at these City facilities, there are additional benefits for standardizing the City’s security camera hardware and software. These benefits include:
The Police Department (PD) will have 24 hour remote access to view footage in real time and without the need to switch to a different surveilla nce system, as it is the same system PD currently uses and will be used in the new police building. Having remote real -time access to the footage will provide an additional layer of safety to for law enforcement as well as City staff in emergency situations. Standardized equipment allows for an easier and more cost efficient expansion of new cameras at additional park locations and facilities. Ease of ongoing maintenance and support of the equipment as well as software maintenance for the City’s IT department.
As part of this upgrade, the Community Services Department has included a server that will have enough storage for approximately 30 days of footage for the twenty-eight (28) proposed new cameras, as well as future installation for an additional 30-40 cameras at different park and/or City facilities. The larger storage of 200TB will allow the Community Services Department to take a multi-phased approach in adding additional security cameras at other sites as new funding becomes available.
Lastly, BVN is part of the California Multiple Award Schedule (CMAS #3 -17-84-0052B).
Participating in this State program will enable the City to streamline the procurement process.
FINANCIAL IMPACT
The proposed agreement is for an amount not to exceed $158,015.19. This amount is budgeted in the Community Services FY 2024 -2025 operating budget. No additional appropriation is needed.
RECOMMENDATION
It is recommended that the City Council:
Approve the agreement with Blue Violet Networks LLC. in the amount of $158,015.19, for the installation of a new security camera system at the Community Meeting Center, Senior Center, Magnolia Park Family Resource Center, and Buena Clinton Youth and Family Center; and
Authorize the City Manager or her designee to execute the agreement and make minor modifications as appropriate and necessary.
