Dept:
City Manager Dept: Public Works
Date: 8/27/2024
Subject: Approval of Amendment No. 4 to the Agreement with Graffiti Protective Coatings, Inc., for On-Call Graffiti Removal (Cost: $225,000) (Action Item)
OBJECTIVE
For City Council to approve Amendment No. 4 to the Agreement with Graffiti Protective Coatings, Inc. (“GPC”) to: (1) increase the contract’s existing term from $377,427 to $497,427 – an increase of $120,000 through November 30, 2024, and (2) to increase the contract’s next term from $377,427 to $482,427 – an increase of $105,000, from December 1, 2024 to November 30, 2025 – for a total combined increase of $225,000.
BACKGROUND
The Garden Grove Public Works Department is responsible for managing the contract with GPC. The main objective of the graffiti abatement program is to remove graffiti, within 24 - hours, found in the public right-of-way in order to maintain an aesthetically vibrant City that proactively enhances the quality of life of its residents and attracts and retains businesses.
Over recent months, there has been a visible increase in graffiti found in both the public right- of-way and private property facing public streets. Further, throughout 2024 graffiti on private property continues to be the most reported issue on the City’s ‘Report an Issue’ platform. Of the 1,815 requests Code Enforcement has received year-to-date, 568 pertain to graffiti on private property – approximately 30% of all cases. Respectively, the City proceeded to implement a 30-day pilot program to abate graffiti found in both, the public right-of-way and private property fronting public streets.
DISCUSSION
The pilot program was administered from June 24, 2024 through July 23, 2024. Instituted operational changes were as follows:
Before Pilot Program 30-Day Pilot Program
2 Graffiti Removal Trucks 3 Graffiti Removal Trucks
Truck No. 1 - six days per week Truck No. 1 – seven days per week Truck No. 2 – three days per week Truck No. 2 – seven days per week Truck No. 3 – three days per week
Locations: Public Right-of-Way Locations: Public Right-of-Way and Private Property Item 347/2024
The number of total responses during the pilot program were 2, 392, compared to 1,160 responses in June 2024 and 1,300 in May 2024. Also, approximately 98% of all responses were completed under 24 hours of either being first reported by residents or first observed in the field by contractors. Equally important, by the end of July, the City saw a reduction of code enforcement cases generated for graffiti on private properties, coinciding with the implementation of the 30 -day pilot program that included the addition of the third t ruck, seven-day weekly service, and removal of graffiti on private property.
Based on the pilot program’s success in reducing the number of reported code enforcement cases related to graffiti and the overall reduction in graffiti found in the public right -of-way, the City is recommending to permanently increase the level of service for GPC. The increased level of service will include the following: (1) two operating trucks seven days a week, (2) removal of graffiti found in public and private property facing public streets. This additional scope of work will amount to an increase of $120,000 through November 30, 2024 – the existing contract end date and an increase of $105,000 from December 1, 2024 to November 30, 2025 – the contract’s next year term, for a total combined increase of $225,000.
FINANCIAL IMPACT
The needed additional funding of $225,000 is included in the amended Fiscal Year 2024-2025 operational budget. No additional appropriation is necessary for the current fiscal year. The increased funding level for graffiti abatement p rogram will be programmed in the future budget development process.
