Subject: Discussion on an update to the City's Tree Removal Policy. (Action Item)
OBJECTIVE
For the City Council to discuss and to make a determination for providing direction to staff for the analysis of the current City Council Policy No. 700-04, the Resident Petition for Street Tree Removal and Replacement.
BACKGROUND
At the City Council Meeting held on August 13, 2024, Council Member Brietigam raised safety and liability concerns for non-native residential parkway trees that pose a potential hazard.
The current tree removal policy requiring a minimum of 75 percent of adjacent property owners to sign a petition for tree removal has proven problematic for some property owners.
Council Member Brietigam requested that staff review and update the current policy, which was unanimously supported by the City Council Members present.
DISCUSSION
Attached is Policy No. 700 -04, that outlines the City’s process for residential tree removal; also attached is Ordinance No. 2922, adopted in 2021, that outlines the City’s tree regulation for trees on public places.
FINANCIAL IMPACT
There is no Financial Impact from reviewing and providing an update on the City’s tree policy.
RECOMMENDATION
It is recommended that the City Council:
Provide direction to staff for the analysis and update to the City’s tree removal policy.
