Subject: Acceptance of the Caltrans Fencing Improvement Project (CFIP)- Phase 1 as complete. (Action Item)
OBJECTIVE
For the City Council to accept City Project No. 1222000046/EA#OT410 as complete and authorize the City Manager to execute the Notice of Completion of Public Improvement and Work.
BACKGROUND
The Caltrans Fencing Improvement Project (CFIP), also known as “the Project,” is a collaborative effort between the City of Garden Grove and the California Department of Transportation (Caltrans) to beautify and secure Caltrans right-of-way areas. The project also authorized the Garden Grove Police Department’s Special Resource Team (SRT) access to these Caltrans right-of-way areas for street outreach. This initiative supports the City’s 2021 Comprehensive Strategic Plan to Address Homelessness (CSPAH).
To advance the collaborative efforts to beautify and secure Caltrans right-of-way areas, the City and Caltrans entered into a cooperative agreement in which Caltrans allocated $1,000,000 to the City on a reimbursement basis. These funds were used to install fencing, rocks, gravel, and slope paving along the underpasses of the 22 Freeway. This funding allowed the City to complete Phase 1 of the Project, which included Beach Blvd, Trask Ave, and Pearce Pedestrian Bridge.
DISCUSSION
The project was completed on schedule and within budget, marking a significant step in addressing homelessness and improving the quality of life in the communities of Garden Grove. A breakdown of the completed work description at the selected locations under Phase 1:
Demolition of existing chain link fence and gates;
Installation of new footings and line posts;
Item 346/2024
Installation of new 4D panels, 4ft gates, and 16ft gates; Installation of rip rock, aggregate base and wood mulch; and Landscaping.
During project implementation, Caltrans authorized a modification to remove slope paving from Quality Fence’s scope. In exchange, Quality Fence will provide an additional 1,000 linear feet of fencing and 20 access gates for Phase 2 at no additional cost to the City.
FINANCIAL IMPACT
There is no financial impact to accept the project as complete. Per the cooperative agreement between the City and Caltrans , 100% of the project cost will be funded by Caltrans. The retention payment will be released per schedule after recordation of the Notice of Completion.
